LATE PROPOSALS ANDPROPOSALS SENT BY FACSIMILE OR E-MAIL WILL NOT BE ACCEPTED.2. Please carefully review this document. It provides information necessary to aidparticipating vendors in formulating a thorough response. A formal, comprehensivereview period will be conducted to ensure that Genesee County selects the best possiblevendor that will provide the best value and service.3. Submit one original, one paper copy of your bid. After the offer closes you maybe contacted to send the County an electronic copy of your offer. All proposalssubmitted become the property of Genesee County. The original must include asignature on the Signature Page of a person authorized to make a binding offer. Genesee County shall not beresponsible for the failure of a prospective offeror to obtain addenda and otherinformation issued at any time related to this RFQ.8. A sample of a contract is attached to this RFQ. After the award is made to the successfulofferor, the County and the successful offeror will negotiate a final contract thatsubstantially conforms to said contract. Any exceptions to the terms and conditions ofthe contract and this RFQ must be clearly set forth in your bid and referenced oncompany letterhead. The County will not entertain negotiations to change any termsand conditions of the contract or RFQ unless those changes are requested in your bid.9. Insurance must be provided prior to the contract starting date and kept in full effect andcompliance during the entire contract period. Insurance requirements are provided inSection 8 Insurance Required from Proposer. Failure to comply with these provisionswill cause termination of the agreement. Qualification Considerations: All costs incurred in the preparation of a response tothis RFQ or any costs prior to approval of the contract by Genesee County and formalnotification to the selected offeror will be the responsibility of the respondent and will notbe reimbursed by Genesee County. Quotes should be prepared simply andeconomically, providing a straightforward, concise description of the offeror’s ability tomeet the requirements of this RFQ.6. Responsive Offerors: To ensure proper consideration, all offerors are encouraged tosubmit a complete response to this RFQ using the format outlined in Section 6,INFORMATION REQUIRED FROM OFFERORS. In addition, at least one of the paperquotes must be signed with an original signature of the official authorized to bind theofferor to its provisions.7.
