ADVERTISEMENT FOR BIDS
Invitation to Bid #2026-001 — Upper Roanoke River Sanitary Sewer Rehabilitation Project
Sealed Bids for the construction of the Upper Roanoke River Sanitary Sewer Rehabilitation Project will be received by the City of Salem Purchasing Department, 114 North Broad Street, Salem, Virginia 24153, by hand delivery, mail, or electronic submission through eVA, until 10:00 a.m. (Local Time) on Friday, July 24, 2026. Faxed or emailed bids will not be considered.
All Bids received will be publicly opened and read aloud for the information of Bidders and other interested parties at 10:05 a.m. (Local Time) on Friday, July 24, 2026, in City Hall Council Chambers, 114 North Broad Street, Salem, Virginia 24153. Interested parties may attend in person or virtually. DESCRIPTION OF WORK
The Work generally consists of closed-circuit television (CCTV) inspection of approximately 440 linear feet of 6-inch, 59,000 linear feet of 8-inch, 6,200 linear feet of 10-inch, 3,200 linear feet of 12-inch, and 5,700 linear feet of 15-inch sanitary sewer lines in the Upper Roanoke River Sewershed area of the City of Salem, Virginia. The Work includes an indeterminate amount of cured-in-place pipe (CIPP) lining, mixed-diameter pipe bursting, and mixed-diameter open cut sanitary sewer and lateral pipe replacement, together with related manhole rehabilitation and appurtenant work, all as shown in the Contract Documents.
Bids will be received for a single prime Contract. Bids shall be on a firm unit price basis for each of the Bid Items identified in the Bid Form.

PRE-BID CONFERENCE
A mandatory pre-bid conference will be held on Thursday, June 25, 2026, at 10:00 a.m. (Local Time) via Microsoft Teams. Any vendor interested in attending must contact the City of Salem Purchasing Department by email at For security reasons, you must enable JavaScript to view this E-mail address. by 3:00 p.m. on Wednesday, June 24, 2026, to receive virtual meeting instructions and to register its attendance.
BID SECURITY AND BONDS
Each Bid shall be accompanied by Bid security as described in the Instructions to Bidders. The successful Bidder will be required to furnish performance and payment bonds in accordance with the General Conditions. Bidders are required under Section 54.1-1112 of the Code of Virginia to show evidence of a Certificate of Registration prior to award.
RESERVATION OF RIGHTS
The City of Salem reserves the full and unconditional right to waive irregularities and to reject any or all Bids. No Bid may be withdrawn for a period of 60 days after the date of Bid opening, except in accordance with Section 2.2-4330 of the Code of Virginia, as amended.
In accordance with Section 2.2-4343.1 of the Code of Virginia, the City does not discriminate against faith-based organizations or on any other basis prohibited by state or federal law. The City encourages bid submission from Disadvantaged, Minority-, and Women-owned Business Enterprises (DBE/MBE/WBE) capable and otherwise qualified to perform this contract.
