The following legal notice is to receive bids for the replacement of the Columbus Grove-Bluffton Road Bridge No. ALL-C.R. 176-4.92 over the Little Riley Creek in Richland Township, Allen County, Ohio. The project length is approximately 350 feet. The SBE percentage for this project is 10%.
Bids will be received by the Clerk of the Board of Allen County Commissioners and will be opened by the Clerk of said County on Thursday, March 19, 2026 at 1:00 P.M. at the office of the Board of Allen County Commissioners, 204 N. Main Street, Suite 301, Lima, OH 45801.

SBE participation goals (subcontracts, materials, supplies) havebeen set on this project for those certified as SBEs pursuant to Title 15, U.S.C. section 632 and 13 CFR, Part 121,and where applicable qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (ORC). All biddersare required to submit to ODOT their SBE Utilization Plan prior to or at the time of bid. Any bids received withoutelectronic submission of the SBE Utilization Plan to ODOT at or before bid time, will be deemed unresponsive.Furthermore, the apparent low bidder needs to supply a SBE Affirmation Form to ODOT within five calendar daysof the bid opening. The owner intends and requires that all work embodied inthis Proposal, together with all additions will be completed by the Contract Completion Date October 31, 2026.(Enbridge Gas is actively working on relocating their existing gas line that is attached to the bridge. They anticipateconstruction of their relocation to take place during the early summer months with relocation taking 4 – 6 weeksto complete. No work on this project may take place until the existing gas line relocation is complete. Thecontractor shall be notified as soon as relocation is complete.)Bidders must comply with the prevailing wage rates on Public Improvements in Allen County, Ohio as issued bythe Davis-Bacon Act (Davis-Bacon Wage Determination Database).Ohio Revised Code Section 9.31 allows certain conditions where a bid may be withdrawn. Notice of a claim ofright to withdraw such bid must be made in writing filed with the contracting authority within two business daysafter the conclusion of the bid opening procedure.The Board of County Commissioners, Allen County, Ohio reserves the right to reject any or all bids submitted or towaive any irregularities pursuant to Section 9.31 of the Revised Code.
