Salem Electric (SE) is seeking proposals from qualified attorneys or law firms to provide general counsel legal services. It is the intention of Salem Electric, through this solicitation, to contract with a general counsel who will serve SE, its Board of Directors, and senior staff in various capacities by providing advice and representation on various legal matters concerning the cooperative’s operations, governance, and regulatory compliance. We invite your firm to submit a proposal for consideration to us by February 25, 2026.

Background of Salem Electric
Salem Electric (SE) is a 501(c)(12) member-owned electric cooperative corporation formed in 1938, located in Salem, Oregon. As an urban cooperative, SE provides electricity to approximately 19,000 members located in areas of Marion and Polk counties, primarily within the cities of Salem and Keizer. SE is a full requirements customer and purchases its electrical power and transmission services from Bonneville Power Administration.
