Description: SANTA FE IRRIGATION DISTRICT Invites sealed bids for the following: Item Chemical Description Approx. Annual Quantities (Lbs.) 1 Caustic Soda NaOH, 50% 500,000 2 Cationic Polymer Cationic–Polydyne Clarifloc C-308P or Equal 120,000 3 Anionic Polymer Clarifloc A-6330P or Equal 50,000 DESCRIPTION OF WORK: Provide approximately the estimated amounts of chemicals. The best responsive bid will be awarded a 1-Year Contract and at the District’s option, the agreement may be extended for one year. The lowest bidder based solely on price may not be awarded the Contract if the District deems them non-responsive to stated requirements. COMPLETION OF WORK: Sealed bids must be received at the office of the R.E. Badger Filtration Plant, 18535 Aliso Canyon Road, Rancho Santa Fe, (PO Box 409 if mailing proposal), CA 92067, by July 2, 2026, at 2:00 P.M at which time they will be publicly opened and read aloud. This Request for Quotation does not imply an obligation to purchase. We reserve the right to accept

or reject all or part of this quotation. Do not quote on chemicals that you cannot supply or provide.

Provide complete product specifications for substitutions when substitutions are allowed. District

standard purchase contract (attached) terms and conditions will apply to all orders resulting from this

quotation.

Submittal Requirements

Your quotation submittal must contain the following:

 The attached quotation form filled out

 SDS sheets

 Emergency spill plan

 Evidence of insurance

Quantities

District estimates that the following amount of chemicals will be required for the operation of the R. E.

Badger Filtration Plant. The weight is based on actual active chemicals. The estimate is provided for

the sole purpose of comparing offers. The quantity listed may be increased or decreased to meet the

requirements of District during the period above. The District will not guarantee a minimum quantity.

Qualifications

Quotes will be considered only from qualified manufacturers or their authorized distributors. The

authorized distributors must regularly maintain a substantial stock of the quoted chemical(s) and must

be actively engaged in the sale of the chemical(s).

All chemicals shall be listed by the National Sanitation Foundation (NSF) as being in full compliance

with NSF's Standard #60 for Drinking Water Treatment Chemicals - Health Effects. Also, we require

your Agriculture Pesticide No. recorded on your submitted bid where applicable.

All chemical proposals must not include sales tax.

The District reserves the right to prequalify new suppliers as to the effectiveness of the chemical(s) at

specified dosages and prices.

Quote Validity

Quotes shall be valid for ninety (90) days from opening.

Emergency Spill Plan

Suppliers shall furnish with their quote a copy of their Emergency Spill Plans for dealing with accidents

or spills while on District property. This plan shall include, as a minimum, the annual training the

driver receives to deal with material spills, emergency equipment the delivery truck has on board, the

type and frequency of equipment inspections, emergency contact telephone numbers and names of

personnel that District can contact in case of problems.

Right to Waive or Reject

The District reserves the right to reject any or all proposals/quotes or to waive any minor irregularities in any

proposal/quote or in the quoting process.

Award

A copy of the standard contract is enclosed.

Award will be based on the best price in effect on the date of quote opening.

In the case of tie quotes, preference will be given to suppliers who use dedicated delivery tankers that are used

only for hauling the approved supplier’s products.
