1. Introduction

The Department of Public Works for the City of Manchester, NH (hereinafter “DPW”) is soliciting

proposals from qualified consultants or consultant teams to provide professional transportation

planning services. The selected firm(s) will support DPW, in collaboration with other City,

regional and State partners, in planning, analysis and implementation of transportation initiatives

that improve mobility, safety, accessibility, sustainability and system performance.

DPW intends to award at least two (2) on-call contracts for a period of five (5) years. The selected

firms will support DPW on an as-needed basis for various transportation planning projects.

2. Agency Background

DPW, a key municipal agency in Manchester, NH, is responsible for planning, operating,

maintaining and improving the City’s public infrastructure and services that support daily life and

overall quality of life within a community of over 112,000 residents. The City’s transportation

infrastructure includes approximately 410 miles of roadways, 250 miles of sidewalks, and it is

home to NH’s largest public transportation provider.

3. Scope of Services

Services may include, but are not limited to:

A. Transportation Planning and Policy

 Long-range transportation planning

 Comprehensive and corridor plans

 Multimodal transportation plans

 Transportation policy development and updates

B. Data Analysis and Modeling

 Travel demand modeling

 Traffic and operational analysis

 Data collection (counts, surveys, GIS analytics)

 Performance-based planning and metrics

C. Multimodal and Active Transportation

 Bicycle and pedestrian planning

 Transit planning and service analysis

 Complete Streets implementation

 First/last mile connectivity

D. Safety and Operations

 Transportation safety studies and plans, including Safety Action Plans

 Vision Zero or similar initiatives

 System operations and management strategies

E. Equity, Sustainability and Innovation

 Equity and accessibility analysis

 Environmental documentation and compliance

 Climate resilience and sustainability planning

 Emerging mobility and technology (e.g., electronic vehicles, autonomous vehicles,

micromobility)

F. Public and Stakeholder Engagement

 Community outreach and facilitation

 Stakeholder coordination

 Visualization and communication materials

G. Other related tasks as needed to support City planning and engineering efforts

Specific tasks will be defined through individual work authorizations.

4. Minimum Qualifications

Firms submitting qualifications must demonstrate:

 Expertise in transportation planning and related disciplines in a similar scope and

complexity

 Experience with similar public-sector clients

 Knowledge of federal, state, and local transportation regulations, programs and guidelines

 Experience with federal and state funding requirements

 Relevant professional certifications (e.g., PE, AICP, etc.). Certification through the New

Hampshire Department of Transportation (NHDOT) Local Program Administration (LPA)

may be required.

 Capability to manage multiple projects concurrently

 Strong communication and coordination skills

5. Submittal Requirements

RFQs shall be concise and include the following sections:

A. Cover Letter

o Name, address, primary contact

o Brief summary of qualifications and interest

B. Firm Profile and Organization

o Legal structure, organizational chart and years in business

o Office location(s) and staff availability

o Description of subconsultants (if applicable)

C. Relevant Experience and Project Examples

o Description of recent and relevant projects (within the last five (5) years)

o Client name, project description and outcomes

o Reference contact information (minimum of three (3))

D. Key Personnel and Roles

o Project manager and key staff resumes

o Roles and responsibilities

o Relevant certifications or licenses

E. Technical Approach

o General approach to transportation projects

o Quality control and project management methods

o Experience with innovation, technology or best practices

o Experience with Public Engagement

Maximum length: 20 pages excluding resumes.

6. Evaluation Criteria

RFQs will be evaluated based on:

 Relevant experience and technical expertise

 Qualifications of key personnel, firm capacity and availability

 Quality and clarity of the submittal

 Experience with similar agencies and projects

 Demonstrated understanding of transportation planning challenges

7. Selection Process

Following evaluation, DPW may:

 Shortlist firms for interviews

 Enter into contracts with one or more firms. The number of final contracts is at DPW’s

sole discretion.

 Establish an on-call or task-order agreement

This RFQ does not commit the agency to award a contract.

9. Contract Term

The anticipated contract term is five (5) years to satisfactory performance and funding availability.

10. Submittal Instructions

RFQs must be submitted:

 Format: PDF and one (1) hard copy

 Method: Thumb drive and hard copy via hand delivery or mail. Envelope must be clearly

marked “Request for Qualifications (RFQ), On-Call Transportation Planning Services

(FY26-500-58)”.

11. Questions and Addenda

All questions regarding this RFQ must be submitted in writing to the contact listed above by the

stated deadline. Responses and any addenda will be posted or distributed to all know proposers.

12. General Conditions

The DPW reserves the right to reject any or all submittals, waive informalities, and request

additional information as necessary.

Some or all task orders issued under this on-call contract may be federally funded and subject to

federal grant requirements. When applicable, the selected consultant(s) shall comply with all

federal, state, and local laws, regulations, and policies.

The selected consultant will enter into the City’s standard Professional Services Agreement, and

is subject to annual appropriation of funds. Insurance and indemnification requirements will

apply.

All work products become property of the City.
