IntroductionThe Department of Public Works for the City of Manchester, NH (hereinafter “DPW”) is solicitingproposals from qualified consultants or consultant teams to provide professional transportationplanning services. The selected firm(s) will support DPW, in collaboration with other City,regional and State partners, in planning, analysis and implementation of transportation initiativesthat improve mobility, safety, accessibility, sustainability and system performance.DPW intends to award at least two (2) on-call contracts for a period of five (5) years. The selectedfirms will support DPW on an as-needed basis for various transportation planning projects.2. Agency BackgroundDPW, a key municipal agency in Manchester, NH, is responsible for planning, operating,maintaining and improving the City’s public infrastructure and services that support daily life andoverall quality of life within a community of over 112,000 residents. The City’s transportationinfrastructure includes approximately 410 miles of roadways, 250 miles of sidewalks, and it ishome to NH’s largest public transportation provider.3. Scope of ServicesServices may include, but are not limited to:A. Transportation Planning and Policy Long-range transportation planning Comprehensive and corridor plans Multimodal transportation plans Transportation policy development and updatesPage 1Request for QualificationsOn-Call Transportation Planning Services (FY26-500-58)B. Data Analysis and Modeling Travel demand modeling Traffic and operational analysis Data collection (counts, surveys, GIS analytics) Performance-based planning and metricsC. Multimodal and Active Transportation Bicycle and pedestrian planning Transit planning and service analysis Complete Streets implementation First/last mile connectivityD. Safety and Operations Transportation safety studies and plans, including Safety Action Plans Vision Zero or similar initiatives System operations and management strategiesE. Equity, Sustainability and Innovation Equity and accessibility analysis Environmental documentation and compliance Climate resilience and sustainability planning Emerging mobility and technology (e.g., electronic vehicles, autonomous vehicles,micromobility)F. Public and Stakeholder Engagement Community outreach and facilitation Stakeholder coordination Visualization and communication materialsG. Other related tasks as needed to support City planning and engineering effortsSpecific tasks will be defined through individual work authorizations.4. Minimum QualificationsFirms submitting qualifications must demonstrate: Expertise in transportation planning and related disciplines in a similar scope andcomplexity Experience with similar public-sector clients Knowledge of federal, state, and local transportation regulations, programs and guidelines Experience with federal and state funding requirements Relevant professional certifications (e.g., PE, AICP, etc.). Certification through the NewHampshire Department of Transportation (NHDOT) Local Program Administration (LPA)may be required. Relevant Experience and Project Exampleso Description of recent and relevant projects (within the last five (5) years)o Client name, project description and outcomeso Reference contact information (minimum of three (3))D. Key Personnel and Roleso Project manager and key staff resumeso Roles and responsibilitieso Relevant certifications or licensesE. Technical Approacho General approach to transportation projectso Quality control and project management methodso Experience with innovation, technology or best practiceso Experience with Public EngagementMaximum length: 20 pages excluding resumes.6. Evaluation CriteriaRFQs will be evaluated based on: Relevant experience and technical expertise Qualifications of key personnel, firm capacity and availability Quality and clarity of the submittal Experience with similar agencies and projects Demonstrated understanding of transportation planning challenges7. Selection ProcessFollowing evaluation, DPW may: Shortlist firms for interviews Enter into contracts with one or more firms. The number of final contracts is at DPW’ssole discretion.
