I. INTRODUCTION
The City of Fernley (City) is soliciting Statements of Qualifications (SOQs) from qualified consulting firms to provide professional SCADA engineering, integration, and construction support services for the City’s Wastewater Treatment Plant (WWTP) Supervisory Control and Data Acquisition (SCADA) system. This RFQ focuses specifically on all wastewater-related SCADA components located outside the WWTP, including remote lift stations, NE tank, and others.
The intent of this RFQ is to identify a qualified consultant with demonstrated experience in municipal wastewater SCADA systems to assist the City with system assessment, architecture development, implementation planning, procurement support, and construction-phase services.
II. PROJECT BACKGROUND
The City’s wastewater system includes multiple lift stations that rely on aging and outdated SCADA equipment and configurations. Much of the existing infrastructure has exceeded its intended service life and no longer meets current operational, cybersecurity, or reliability standards, limiting system performance and long-term scalability. To address these issues, the City seeks to modernize and standardize its SCADA framework to provide a secure, reliable, and scalable system that integrates all off-plant wastewater assets. This updated system must be compatible with the existing WWTP SCADA system and fully compatible with a new SCADA system planned for implementation at the WWTP in the near future.
This project will establish consistent SCADA standards, address existing operational deficiencies, improve overall system reliability, and provide a clear implementation plan that defines how the City will deploy the SCADA system in the near term and will allow it to expand in the future without rework or major disruption.

SCOPE OF WORKThe selected consultant will be expected to perform services generally consistent with the followingpreliminary scope of work. The tasks identified below describe the specific tasks to be performed bythe Consultant. However, the Consultant is expected to exercise professional judgment in identifyingany additional tasks necessary to successfully complete the project. If the Consultant believes theproject can be enhanced by adding, modifying, or removing specific tasks, such recommendationsshould be clearly identified in the proposal. This scope may be refined during contract negotiations.1. Project Management: This task includes overall project coordination, schedule management,progress reporting, and invoicing. The consultant shall organize and facilitate a project kick-offmeeting to confirm project goals, roles, communication protocols, and coordination with Citystaff and stakeholders. Regular progress meetings (monthly or as needed) will be conducted toreview project status, address issues, and ensure alignment with the City’s objectives.Deliverables include:o Kick-off meeting agenda and meeting minuteso Agendas and minutes for progress meetingso Monthly progress reports summarizing completed tasks, upcoming work, risks, andschedule statuso Monthly invoices clearly identifying work performed, consistent with City invoicingrequirements2. Stakeholder Coordination and Agency Support: This task involves coordinating with CityUtilities, IT, operations personnel, and other relevant internal stakeholders to ensure SCADAsystem requirements align with operational needs. The consultant may be asked to attendinternal coordination meetings and provide technical input for City management or CityCouncil updates as requested.Deliverables include:o Meeting summaries and coordination noteso Presentation materials or technical summaries as requested by the City3. Existing SCADA System Assessment and Inventory: This task includes a comprehensiveinventory and evaluation of all existing SCADA components located outside of the WastewaterTreatment Plant, including lift stations, pump stations, remote monitoring sites, andassociated communications infrastructure. The consultant shall evaluate existing PLCs, RTUs,instrumentation, communications methods, power supply, alarm functionality, and systemreliability.The consultant shall document system deficiencies, compatibility issues, operational risks,and cybersecurity considerations.Deliverables include:o A report to include the inventory of existing SCADA assetso Assessment of current system performance and limitationso Technical memorandum summarizing findings, risks, and gaps4. SCADA System Architecture and Standards Development: This task includes thedevelopment of standardized SCADA architecture for off-plant wastewater facilities. Theconsultant shall define recommended hardware, software, communications methods, alarmstandards, data management practices, cybersecurity requirements, and user accesscontrols. The architecture shall be scalable and, where appropriate, compatible with the City’sexisting WWTP SCADA environment.Deliverables include:o SCADA architecture drawings and diagramso Recommended standards and specificationso Cybersecurity and access control framework5. Alternatives Development and Evaluation: This task includes the development andevaluation of SCADA system alternatives to address identified deficiencies. Alternatives mayinclude different communications strategies, hardware configurations, phasing approaches,and levels of redundancy. Each alternative shall be evaluated based on reliability, cost,scalability, cybersecurity, and operational impacts.Deliverables include:o Alternatives analysis summaryo Conceptual system layouts and diagramso Preliminary cost estimates for each alternativeo Recommendation of a preferred alternative6. Implementation Plan and Phasing Strategy (optional): This task includes the development ofa phased implementation plan for the recommended SCADA improvements. The plan shallprioritize critical facilities, minimize operational disruptions, and allow for incremental systemupgrades.Deliverables include:o Phased implementation scheduleo Planning-level construction cost estimateso Identification of short-term and long-term improvements7. Inspection, Testing, and System Acceptance Support: The consultant shall provideconstruction observation or inspection support, as requested by the City, to verify SCADAinstallations comply with approved plans and specifications. The consultant shall supportsystem testing, commissioning, alarm verification, and final acceptance.Deliverables include:o Inspection or observation reports (if required)o System testing and commissioning support documentationo Final acceptance support8. Final Documentation, Training, and Reporting: The consultant shall prepare final projectdocumentation summarizing the SCADA system configuration, O&M needs, standards,implementation approach, and recommendations for future expansion. All deliverables shallundergo QA/QC review prior to final submission.Deliverables include:o Final SCADA master plan and implementation documentationo Record documentation as applicableo Final project summary reporto Final Stamped Plans and Technical SpecificationsOTHER OPTIONAL SERVICES9. Bid and Procurement Support: The consultant shall assist the City with the preparation of bidor procurement documents, including technical specifications, drawings, scope language, andevaluation criteria. The consultant shall provide support during the bidding process, respond totechnical questions, and assist the City in evaluating and selecting the contractor or systemintegrator.Deliverables include:o bid documents preparation and advertisemento Responses to bidder questionso Technical evaluation support and recommendation of award10. Construction Project Management Support: This task includes construction-phase supportservices, including coordination with the selected contractor or system integrator, review ofsubmittals, responses to RFIs, participation in progress meetings, schedule coordination, andsupport with change management as needed.Deliverables include:o Submittal and RFI review commentso Progress meeting participation and summarieso Construction support documentationo Construction sequencing, testing, commissioning, acceptance and closeoutdocumentationV. CONSULTANT QUALIFICATIONSFirms submitting SOQs should demonstrate the following minimum qualifications:• Experience with municipal wastewater SCADA systems• Experience integrating remote facilities (lift stations, pump stations, monitoring sites)• Knowledge of SCADA cybersecurity best practices• Experience providing bid support and construction‑phase services• Familiarity with Nevada municipal infrastructure and regulatory environmentVI.
