RossDeputy CommissionerIvonne Droese-SolomonPurchasing SpecialistCity of New RochelleNew YorkSpecification No.RFP-DV-2026-009Request for Proposal:Greenhouse Gas Inventory1) INTENT/BACKGROUNDINTENTThe City of New Rochelle (“City”) seeks to engage a qualified and experienced vendor who will provideconsulting and administrative services to develop and maintain a GHG tracking program that measuresScope 1, Scope 2, and Scope 3 emissions across municipal and community sectors.The goals of this initiative are to:• Quantify annual GHG emissions from buildings, transportation, and waste sectors for at least thecalendar year 2021, and, via an optional contract task, subsequent years as well.• Provide insights to guide ongoing and future actions that would reduce emissions and improvecommunity health and resilience.• Align local GHG tracking with state and national standards, including the Global Protocol forCommunity-Scale GHG Emissions (GPC), the NYS Climate Smart Communities Program, andClearPath 2.0 software guidance.• Communicate results in an accessible, engaging format for the public, stakeholders, andpolicymakers.The awarded vendor shall enter into a Consulting Services Agreement with the City to carry out all tasksdescribed herein.BACKGROUNDAt the northernmost edge of New York City on the Long Island Sound, the City of New Rochelle combinesthe diversity and vibrancy of an urban center with the charm and quality of life of a suburban community.As a climate-forward city, New Rochelle continues to invest in resilient infrastructure, public health, andenvironmental sustainability to protect residents and future generations.As part of this commitment, the City adopted the GreeNR Sustainability Plan (2010–2030), which setambitious goals to reduce energy consumption, expand clean transportation options, and mitigate theeffects of climate change. This was refreshed by the 2025 GreeNR Climate Action Plan Update.RFP-DV-2026-009-1Tracking greenhouse gas (GHG) emissions is critical to measuring GreeNR progress, and thus the Citycompleted inventories in 2010, 2018, 2019, and 2020. The City now seeks a qualified consultant tocontinue this work.Potential vendors must focus their proposals in regards to their abilities to track scope 1, 2 and 3greenhouse gas emissions in the following three sectors, from both municipal and non-municipal sources:a. Residential and Commercial Buildings.b. Transportation & Mobilityc. Residential and Commercial Waste, including Sewage WasteThe City reserves the right to award this Request for Proposal through the City of New Rochelle, theNew Rochelle Corporation for Local Development, or the New Rochelle Industrial DevelopmentAgency.2) PROPOSAL DUE DATESealed proposals will be accepted up until 3:00 p.m. on May 6, 2026 in the Purchasing Office, City ofNew Rochelle, City Hall, 515 North Avenue, New Rochelle, N.Y. 10801 and mailed to the attention ofIvonne Droese-Solomon, Purchasing. Please note Spec # “RFP-DV-2026-009” on your outside mailpackage.The City of New Rochelle is a sponsor of the Westchester Affirmative Action Equal EmploymentAgreement and strongly encourages all firms qualified and certified as Women/Minority BusinessEnterprises (W/MBE) to submit proposals.3) PRE-PROPOSAL QUESTIONSAll questions must be submitted in writing via e-mail, no later than noon, April 24, 2026 toidroese@newrochelleny.gov. The City will post the answers to the questions received on the City’swebsite no later than 4:30 p.m., April 28, 2026.The City reserves the right to amend the RFP based on questions and issues raised at any time prior tothe RFP submission deadline.4) ADDENDUMSA Respondent, prior to submitting its Response, shall check the City’s website to see if any Addendumor Addenda has/have been issued for the RFP and, if so, the Respondent must establish in writing thatthey have received any and all Addendum or Addenda issued for the RFP. See attached Exhibit D.5) CONE OF SILENCECone of Silence, means a prohibition on any communication regarding a particular Request forProposal (“RFP”), Request for Qualification (“RFQ”) or Request for Bid ("RFB").Pursuant to State Finance Law §139-j and §139-k, this solicitation includes and imposes certainRFP-DV-2026-009-2restrictions on communications between the City and a Bidder during the procurement process. ABidder is restricted from contacting, other than designated staff, from the earliest notice of intent tosolicit offers through final award and approval of the Procurement Contract by the DesignatedContracting Officer ("Restricted Period") unless it is a contact that is included among certain statutoryexceptions set forth in State Finance Law §139-j(3)(a). City employees are required to obtain certaininformation when contacted during the Restricted Period. The designated staff contact is the DeputyFinance Commissioner or his/her representative, telephone (914) 654-2072. Bidders responding tothis RFP must familiarize themselves with these State Finance Law requirements and will beexpected to affirm that they understand and agree to comply in their Proposal.6) SCOPE OF WORKThe successful consultant will be responsible for updating the City’s GHG inventory for a singlecalendar year, extending for up to five calendar years across additional optional scope componentsas approved by the City.PHASE 1 – PLANNING & SETUP• Conduct kickoff meeting with City staff to review scope, data availability, and timeline.• Identify and document primary data sources for Scope 1, 2, and 3 emissions formunicipal and community sectors.• Confirm tracking framework aligns with GPC methodology and NYS DEC guidance.PHASE 2 – EMISSIONS INVENTORY & REPORTING• Compile and calculate GHG emissions data for residential/commercial buildings,transportation & mobility, and waste (including sewage).• Complete separate inventories for community-wide and government operationsemissions.• Prepare a narrative report for each year studied, summarizing findings, data sources,assumptions, and methodologies.• Include insights and recommendations on emission reduction actions that would help toachieve future emissions reductions across sectors.PHASE 3 – INTEGRATION & TOOL DEPLOYMENT• Advise on a pathway to potentially integrate GHG tracking processes into ClearPath,ENERGY STAR Portfolio Manager, and other digital tools.• Coordinate with initiatives such as the Hudson Valley Regional Council’s Climate ActionPlanning Institute (CAPI) and NYS DEC’s Mandatory GHG Reporting Program.PHASE 4 – COMMUNICATIONS & PRESENTATIONS• Develop a PowerPoint presentation for City Council and Ecology & Natural ResourcesAdvisory Committee (ENRAC) which summarizes the scope of the project, process takento complete it, and final results as well as recommendations for the City for futureactions.• Deliver the developed presentation to the City at a Council session.• Provide materials for public information and awareness (executive summaries, socialmedia content, outreach flyers).PHASE 5 – DATA MANAGEMENT & DELIVERABLES• Provide all supporting data files, working calculations, and documentation.• Ensure transparency and replicability of methodology for future updates.• A final narrative close-out report that further details the elements summarized in theRFP-DV-2026-009-3City presentationThe emissions calculations inventory must comply with the methodology and reportingtemplate prescribed by the Global Protocol for Community-Scale Green House Gas Emissions(GPC). Please refer to the GPC reference documents available online, linked in the footnotebelow.1 Further, the inventories and narrative reports shall comply with all requirementsunder NYS DEC Climate Smart Communities guidance for PE2 Action: Community GHGInventory2 and PE2 Action: Government Operations GHG Inventory.37) PROPOSAL FORMAT/REQUIREMENTSProposal shall include your completed Exhibit A, and a completed Vendor Responsibility Form as provided.Your proposal must include the following in the same order as herein:a) Company name, address, telephone number, fax number and email of the firm, as well as theprimary contact individual.b) Narrative about the history of the firm, including the date of inception, and experience withrelevant workforce development projects in the United Statesc) State the size of the firm, the location of the office from which the work on this engagementis to be performed and the number and nature of the professional staff to be employed in thisengagement.d) Organizational chart for this project and one-page resumes for key team members to beassigned to this effort.e) Identify any professional affiliations, licenses and other relevant qualifications.f)Detail experience in providing workforce development services for localities similar in size toNew Rochelle.g) Identify the accessibility of the proposed designated lead staff member, and the response timethat individual offers to the City.h) Narrative about the resources of the firm/individual, to include clerical and support staff,research capabilities, and other relevant information.i)Has the firm been in bankruptcy, reorganization or receivership in the last 5 years? If so, pleaseexplain current status.j)Has the firm/individual been disqualified or terminated from any public agency? If so, pleaseexplain under what circumstances this disqualification or termination occurred.k) The budget for completing all tasks and deliverables associated with this project should includeall costs associated with the operation of physical center, overhead, and other expenses.Please include hourly rates for all employees likely to be assigned to this project. Please itemize(in table format) all costs for tasks and/or deliverables outlined in the RFP. Please identify anyother direct project costs. Photocopies, faxing, postage, office supplies, and all administrativetasks should be included in the overhead. The award of a contract for the described services will bemade by the City’s RFP Evaluation Committee. If an agreement is not reached within a reasonableperiod, the City may pursue negotiations with the next ranked firm or reissue the RFP altogether.Firms may be asked to meet with the Evaluation Committee and the City Council.Proposals will be evaluated and scored on the basis of the following criteria:EVALUATION CRITERIAEXPERIENCE AND QUALIFICATIONS OF THE RESPONDENT:Demonstrated experience with GHG tracking and emissions inventorymethodologies; staff expertise; prior work with local governments orcomparable entities.MAXIMUMPOINTS30 PointsMETHODOLOGY AND TECHNICAL APPROACH:Clarity, rigor, and feasibility of the proposed approach; alignment with GPCstandards and NYS guidance.30 PointsRESPONSIVENESS TO SCOPE OF SERVICES:Demonstrated understanding of the City's needs; customization ofservices to local context.30 PointsPROPOSED FEE SCHEDULECompetitiveness and transparency of cost proposal; value over contractterm.10 PointsThe City reserves the right to waive any minor deviation in proposal responses received when suchwaiver is in the best interests of the City, and reserves the right to modify any requirements, terms orconditions as outlined in this request for proposal (RFP) when such modification(s) is in the best interestsof the City.Proposals will only be accepted from thoroughly competent and experienced individuals or entities asdetermined solely by the City of New Rochelle. Respondents are responsible for submission of accurate,adequate and clear descriptions of the information requested. Omissions, vagueness or inaccuratedescriptions or responses shall not be interpreted in favor of the bidder and shall be grounds for bidrejection.This document is not an offer to contract but is an RFP as defined herein, to satisfy specific userrequirements of the City of New Rochelle.
