Project Description: This is an advance notice to offerors (ANTO) for the Unified Signaling System Project.
The Dallas Area Rapid Transit (DART) is issuing a Request for Qualifications (RFQ) to solicit responses from qualified firms capable of providing Progressive Design-Build (PDB) services for the Unified Signal System (USS) Project. The USS Project will modernize DART’s Light Rail Transit (LRT) signal system for approximately 48 miles of alignment, including the Central Business District (CBD), Red Line, and Blue Line.
The project includes upgrading existing segments (excluding the CBD segment) that currently use Automatic Block Signaling (ABS) and Line of Sight (LOS). These segments will transition to a Digital Track Circuit-based Automatic Train Protections (ATP) signal system with cab signaling. The new system upgrades will match the signaling functionality of the Green and Orange Lines. For the CBD section, the existing Transit Signal Priority (TSP) system will be upgraded with enhanced train detection and transit signal prioritization features. Additionally, this project will advance the reliability of the signal system by introducing redundant power upgrades at key locations.
The expected release date of the RFQ is April 6, 2026.
The 30% Design Deliverables for the USS Project have been made available here for review by potential respondents. Certain deliverables have been identified as containing Sensitive Security Information (SSI). These consist of the Preliminary Hazard Analysis, Threat and Vulnerability Assessment, and site condition reports with field photo logs. These will be made available for in-office review at DART facilities pending execution of a Non-Disclosure Agreement (NDA), or in accordance with DART’s established procedures for handling SSI.
