It is increasing its inventory of fire apparatus and emergency vehicles tosupport fire rescue services on the Navajo Nation. Navajo Nation Fleet Managementis not available to additionally support the maintenance of the fire apparatus andemergency vehicle fleet. NNDFRS is seeking qualified Contractors specializing inmaintenance in fire apparatus and emergency vehicles to provide service,maintenance, and repairs services. NNDFRS will have in-service owned fire apparatusand emergency vehicles serviced, maintained, and repaired in this Contract. NNDFRSwill add and delete apparatus/vehicles from inventory during the term of Contract.II. SCOPE OF THE CONTRACTThe Navajo Nation intends to enter a professional services contract with one (1)responsible, qualified, and independent Contractor to complete all work as describedin the attached scope of work.III. RESPONDENT REQUIREMENTSAll respondents must have the capabilities listed herein, including sufficient detailedinformation with regard, to experience and expertise in meeting the followingrequirements:1. A legitimate and credible vendor with a minimum of five (5) years’ experience andhistory with providing the described services.2. The Navajo Business Opportunity Act 5 NNC § 201, 205 will apply.3. Federal requirements, if applicable.IV. SCOPE OF WORK (See Attached)V. REQUIREMENTSThe respondent will furnish all requested information as specified in the RFP.VI. PROPOSAL CONTECT AND REQUIRED INFORMATIONPlease utilize the outline described below with four (4) copies.1. Organizational letter expressing your interest and a brief description of yourproposed services. Do not reveal or refer to the cost in this letter.2. Organization qualifications and project experience. Include references.3. Scope of Work.4. Service Specifications (if any).5. Copies of licenses, certifications, insurance certificates, and other relevantdocuments.6. Sub-contractor information, if applicable.a. Sub-contractor work should not exceed certain percentage of the entireproject.7. Costs to be submitted in a separate sealed envelope. Detailed breakdown of costs:Material, Labor, and other applicable costs; 6% Navajo Nation Sales Tax.8. Compliance: Any proposal that does not adhere to this format and does not addresseach specification, requirement, or scope of work as outline, may be deemed non-responsive and rejected on that basis.VII. EVALUATION PROCESS (pre-qualifying process)1. Evaluation Criteriaa. Qualifications, credentials, and minimum five (5) years’ work experience. Thisincludes the capabilities to provide all requested services. (20 Points)b. Quality of service, ability, reliability, and warranty services. (30 Points)c. Location and ability to facilitate/travel to locations on the Navajo Nation. (20Points)d. Navajo Preference. (5 Points)e. Cost (Separate Sealed Envelope). (25 Points)2. Applicable Federal Requirements.3. The Navajo Nation Department of Fire & Rescue reserve the right to interviewrespondents if deemed necessary due to tied scores or other legitimate matters.a. This may entail a presentation from the respondent for clarification and/ordetails on products or other requirements. The presentation will be,presented at the respective sites (if necessary). It is NNDFRS intention toaward one (1) vendor to provide all services as specified.VIII. TYPE OF CONTRACTThe Navajo Nation will utilize a standard Professional Services Contract for theprocurement of goods and services for this project.IX. PERIOD OF PERFORMANCEThe period of performance will be determined and negotiated based on the scheduleproposed by the respondent and the contract implementation date.X. PAYMENT AND SUBMISSION OF INVOICESThe Navajo Nation Professional Services Contract will describe this section.XII. RIGHTSThe Navajo Nation reserves the right to reject any all proposals, in whole or in partbased on the requirements set forth in this RFP.XIII. AGREEMENT TERMS AND CONDITIONSThe Navajo Nation is not bound to enter a contract under the RFP and may issue asubsequent RFP for the same services, and The Navajo Nation is a sovereigngovernment and all contracts entered into as a result for the RFP shall comply with theNavajo Nation law, rules, and regulations, including the Navajo Preference inEmployment Act, and applicable federal law, rules, regulations. This procurement andany RFP with respondents may result shall be, governed by the laws of the NavajoNation and applicable federal law. Nothing herein shall be, constructed as a waiver ofthe Navajo Nation’s sovereign immunity. In addition, the Navajo Nation BusinessOpportunity Act will apply to the RFP.The Navajo Nation Professional Services Contract will provide all other legal andcontractual obligations, terms, and requirements of this project.XIV. OTHERSCOPE OF WORKNavajo Nation Department of Fire & Rescue Service emergency vehicle service, maintenance,and repairs.The Navajo Nation Department of Fire & Rescue Service (FRS) is seeking a proposal for emergencyvehicle service, repair and maintenance services. This is including the engine, transmission,chassis, fire pump, plumbing, emergency lights, sirens, electrical services, field services, andtowing. The services shall include mobile/emergency/service capability to each fire station locatedthroughout the Navajo Nation.Fire Station Locations:• Ojo Amarillo, NM• Shiprock, NM• Newcomb, NM• Fort Defiance, AZFire Station 22Fire Station 20Fire Station 21Fire Station 12• Window Rock, AZ• Chinle, AZ• Tuba City, AZ• Twin Arrows, AZFire Station 10Fire Station 50Fire Station 40Fire Station 81Vendors must guarantee the quoted prices for the period of October 1 through/and upon fundsavailability. The FRS with the consent of the vendor shall have the option for end of the contract,the same terms and conditions upon agreement of any price changes.Vendor must have the ability to work collaboratively with FRS to meet the following keycomponents of the FRS emergency vehicle fleet maintenance program.• Comprehensive and preventative service and maintenance schedule, and shall have meansto repair or replace all parts approved by FRS.• Full utilization of standard warranty coverage, in accordance and compliance with originalequipment manufacturer (OEM) specifications, warranties, and recommendations.• Provide service truck to support on-site inspection, service, maintenance, and repairs.• Excellent customer service and responsiveness to maximize cost efficiencies, minimizeunscheduled repairs and down time.• Timely service, maintenance, and repair services to correct deficiencies and return to in-service status.• Towing ability and field service capability.• Test onboard fire pump and conduct complete preventative maintenance, service, andrepairs for fire pumps.• Responsible for storage inside, temperature-controlled environment.• Technical capabilities to perform the required services.Vendor shall perform, furnish supervision, labor, tools, parts, and equipment to performdiagnostic, inspection, service, repair, and maintenance services shall meet NPFA 1911, Standardfor the Inspection, Maintenance, Testing, and Retirement of In-Service Automotive Fire Apparatus,current edition. In addition, shall be consistent with best practices, meet all federal, state, andlocal standards, and follow manufacture’s recommendations, that include, but not limited to:• Oil change/lube• Tire rotation/repair/replacement• Brake services/maintenance/repair (hydraulic/air)• Suspension services/maintenance/repair• Heat/AC services/maintenance/repair• Electrical system services/maintenance/repair• Chassis and frame service/maintenance/repair
