NOTICE TO CONTRACTORSBids will be received by the Loxahatchee River Environmental Control District (the “District,”) viaDemandStar until 2:15 p.m. local time on January 27, 2026. Any Bids received after 2:15 p.m. localtime on January 27, 2026, will not be accepted under any circumstances. Any uncertainty regardingthe time a Bid is received will be resolved against Bidder. The Bids will be publicly opened and readaloud on January 27, 2026 at 2:15 p.m. local time in the Governing Board room of the District,2500 Jupiter Park Drive. The Work to be performed is located in Palm Beach County Florida in theTown of Jupiter, and consistsof furnishing all labor, tools, materials, and equipment necessary for theinstallation as shown on the Contract Plans and Specifications and as specified herein to include:ITB #25-001-0014020 ACRE SITE REMEDIATION AND EDUCATIONAL FACILITIESPHASE I – REMEDIATIONThe Scope of Work noted on the construction plans entails (1) Existing tree protectionbarricades and tagging required (2) Clearing and Grubbing: removal of vegetation along upperportions of the bank of the existing pond (littoral plant material to remain undisturbed), withcertain identified trees to remain; trees to be relocated at the northeast portion of the propertyassociated with the construction of the new gravel access roadway and associated parking, (3)Site Demolition: removal of the existing adjustable outfall structure and appurtenances at thesouth end of the property, (4) Earthwork: cap the existing muck sediments along the bottom ofthe existing pond with off-site imported sand, (5) rework the southern perimeter bank slopingsubsequent to removal of the outfall structure and construct overland spillway, (6) install pondbank sodding, (7) installation of gravel access roadway and associated parking, (8)install accessroadway swales and drainage piping, (9) site preparation for chickee hut (chickee hut to beinstalled by others - Native American contractor), (10) ADA pathway connection to the westernedge of the property, (11) install new meandering 5’ wide mulch nature trail, and (12) installerosion control BMPs during construction.THE PALM BEACH COUNTY BUILDING PERMIT WILL NOT BE ISSUED UNTIL THEPROTECTION OF NATIVE VEGETATION (PNV) PERMIT IS OBTAINED. PRIOR TOANY OTHER WORK, THE CONTRACTOR IS REQUIRED TO INSTALL ALL EXISTINGTREE PROTECTION FENCING AND TAGGING, SCHEDULE INSPECTION WITH THECOUNTY, AND RECEIVE APPROVAL. THIS APPROVAL WILL ALLOW THE RELEASEOF THE PALM BEACH COUNTY BUILDING PERMIT.THE SFWMD ENVIRONMENTAL RESOURCE PERMIT NO. 50-111-418-P HAS BEENISSUED, SEE APPENDIX D.A PRE-CONSTRUCTION MEETING WITH STAFF, THE CONSTRUCTION TEAM, ANDTHE DESIGN TEAM IS REQUIRED PRIOR TO CONSTRUCTION COMMENCEMENT.HISTORICAL/ARCHAEOLOGICAL RESOURCES MONITORING REQUIREMENTS,ON PAGE 8 ARE NOT A PART OF THIS CONTRACT; THE DISTRICT WILLCONTRACT FOR THIS SEPARATELY.NOTICE TO CONTRACTORS1The District reserves the right to determine material elements of the Bid and to award the Contract, ifat all, to the lowest, qualified, responsive, and responsible Bidder. The District further reserves theright to reject any and all Bids; to not proceed with the Project; and/or to waive any irregularitiescontained in a Bid.A pre-bid conference will be held at 2:00 p.m., local time on January 13, 2026 via Microsoft Teams.A meeting invite will be distributed to all plan holders prior to the scheduled date and time. Thismeeting will be recorded. If a bidder downloads Bid Documents from the District’s website thebidder must send a request to be included in the pre-bid conference meeting invite topurchasing@lrecd.org. All contractors planning to submit Bids on this Project are encouraged toattend.Bid Documents may be downloaded at the District’s website,https://loxahatcheeriver.org/governance/purchasing-bids/ or from DemandStar. Bid Documents willbe available on December 22, 2025, after 8:00 a.m. local time. The Bid Documents are made availableon the above terms solely for the purpose of obtaining Bids and do not confer a license or grant forany other use.Character and amount of security to be furnished by each Bidder are stated in the Instruction toBidders. The Bidder shall hold its Bid open for acceptance by the District for a period of not less thanninety (90) calendar days following the date of the Bid opening.This solicitation has been issued as an Electronic Bid with the same title on DemandStar. To submita response for this bid electronically follow the instructions on DemandStar. Electronic responses arethe only method allowed for Bidders to respond to this solicitation.
