NOTICE IS HEREBY GIVEN that sealed bids will be received by the Clerk’s Office, for the Township of Livingston, County of Essex, State of New Jersey on Tuesday, February 10, 2026, 11:00 AM prevailing time at 357 S. Livingston Avenue, Livingston, New Jersey at which time and place proposals will be opened in the Council Chambers and publicly read for:

Bid No. 13-2025 Well 6 PFAS Treatment Facility

The work includes the furnishing of all labor, materials, and equipment necessary to complete the work, including installation of a new Anion Exchange (AIX) PFAS Treatment Facility at the Township of Livingston’s existing Well 6 site. The work shall be completed within 460 calendar days of the Con­trac­tor's receipt of written Notice to Proceed.

Bid documents and specifications can be downloaded for no charge online (upon registration) beginning on Thursday, January 8, 2026.  The Bid documents may be obtained by any prospective bidder upon payment of the fee of one hundred and ninety-five dollars ($195.00) for each set of full-sized drawings with specifications by calling 1-877-424-3738 or by online request at www.bidset.com/mott . Shipping charges are additional and variable depending upon the pick-up or delivery option selected by the purchaser.  The printing cost is not refundable.  Bid documents cannot be obtained at the Township of Livingston Municipal Building or at the Mott MacDonald office.

A non-mandatory pre-bid meeting will be held at Well 6, located at 51 Old Road, Livingston, NJ, on Tuesday, January 20, 2026, at 10:00 a.m. Contractors are strongly encouraged to attend the site visit.

This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Bidders are required to comply with the requirements of P.L. 1975, c.127. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10.

In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9.

All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570—Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the New Jersey Department of Environmental Protection.

Bidders are required to comply with the requirements of NJSA 10:5-31 et seq.  and NJAC 17:27-1 et seq.

NOTE: All questions must be received by the Purchasing Agent, in writing, no later than 4:00 P.M. on January 22, 2026.
