Bidder shall furnish all the informationrequired by the solicitation. The bidder’s name must be typed or printed on the bid sheet and signed by the bidder orappropriate authorized executive officer of the bidder’s company. Bidders must initial any changes or erasures. Bidders shouldretain a copy of bids for their records.Bidders shall acknowledge receipt of all addenda to this solicitation by signing and returning each addendum or by identifyingthe addendum number and the date on the bid form. Failure to acknowledge receipt of any addendum by a bidder will resultin rejection of the bid if MAWSS determines that the addendum contains information that materially changes the requirements.All bids shall be quoted FOB Destination, freight prepaid with no additional charges. Unless otherwise specified in the bid, allprices will be on a firm-fixed price basis and are not subject to adjustments based on costs incurred. MAWSS reserves the rightto reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to terminate the bid process atany time, if deemed by MAWSS to be in MAWSS’s best interest.A Purchase Order and this “Invitation for Bid” with “Specifications,” “Conditions,” “Bid Form,” signed by the successful bidder’sauthorized representative, and all attached drawings and other documents furnished by MAWSS to the bidders with theInvitation for Bid in order to illustrate the contract requirements, will constitute a contract for the goods and/or services to bepurchased.IFB 26-001 Annual Auxiliary Pump MaintenancePage 1 of 18IFB 26-001 Annual Auxiliary Pump MaintenanceCONDITIONSThe Board of Water and Sewer Commissioners of the City of Mobile will accept bids for Annual Auxiliary Pump Maintenancein our Purchasing Department Bid Box located in the Business Entrance at 4725 Moffett Road, Mobile, AL 36618 no later than10:30 a.m. local time on January 29, 2026. Bids will be opened immediately after bid closing time in the Operations CenterBoard room located at the Customer Service entrance. Award will be by Total Cost. The bidder offers and agrees, if this bid isaccepted, to furnish the items as defined in the specifications for the unit price set opposite each item. All items/services shallbe delivered to the job site as specified.A mandatory Pre-Bid meeting will be held between representatives of Contractor and representatives of MAWSS prior to thebid opening. No bid on closed outor discontinued item(s) will be accepted. Item(s) that have a determinable shelf life must be disclosed at the time of bidsubmittal.MAWSS shall not be committed to the purchase of a pre-established minimum quantity for any one item or service.Bidder understands and agrees that MAWSS reserves the right to reject any or all bids and waive any informalities orirregularities in the bid or in the bidding.Bidder understands that his/her bid shall be good and may not be withdrawn for a period of sixty (60) calendar days after thescheduled closing time for receiving bids.A bidder may not modify its bid after bid opening. Errors in the extension of unit prices stated in a bid or in multiplication,division, addition or subtraction in a bid may be corrected by the MAWSS Purchasing Buyer prior to award. This additional information can be supplied in the form of detailed invoices, work orders, checklists or any otherdocuments used to track the work performed or services provided but details must be included on the actual invoice. Visits shall beclassified as an Inspection or Preventative Maintenance (PM).MAWSS will allow access to the premises housing the units for the purpose of performing the inspections/services duringnormal working hours. Visits shall include a qualified service technician with service vehicle, accompanied by a MAWSSrepresentative.Inspections:Auxiliary Pump InspectionsInspections shall be performed annually for each site. The inspection shall include, but may not be limited to, a thoroughexamination of the pump, engine, priming package, mechanical seals, bearing bracket, and compressor. A complete list of theitems that must be inspected is included in the Auxiliary Pump Inspection and Maintenance Checklist.As part of the inspection, the unit shall be operated through one complete pump start and stop cycle to ensure all systems arefunctioning properly. The MAWSS representative will operate existing primary pumps as required to allow testing to beperformed. On higher flow stations where the auxiliary pump is able to complete a start/stop cycle, the pump will be startedand monitored for a period of not less than 30 minutes.Any deficiencies found shall be brought to the attention of the appropriate MAWSS representative immediately so repairs canbe authorized. No work shall be conducted outside the scope of this contract without proper MAWSS authorization and theissuance of a purchase order. A written quote must be provided as part of the MAWSS purchasing policy before a purchaseorder can be provided. A detailed report of the inspection, based on the Auxiliary Pump Inspection and Maintenance Checklist,shall be completed and submitted to the MAWSS representative.Portable Auxiliary Pump InspectionsIn addition to the applicable inspection items for stationary pumps mentioned above, the following shall be inspected onportable auxiliary pumps:• Inspect and lubricate coupler (on ball type units)• Inspect tow chains and hooks;• Inspect lubricate and exercise tongue jack for proper operation;• Inspect tires, rims, lugs and grease cap for proper operation;• Inspect bearings for excess play;• Inspect brake and turn signal lights.PM (Preventive Maintenance):Preventative maintenance (PM) shall be performed annually for each site six (6) months after the Inspection. The PM shallinclude all items listed in the inspection plus the changing of all fluids and filters such as the engine oil filter. Change the jacketwater with approved antifreeze and DCA (diesel coolant additive) during the first PM of the contract period. Test antifreezeand inform MAWSS representative of deficiencies during inspections and PMs afterwards. Upon completion of the PM, the unitshall be operated through one complete pump start and stop cycle to ensure all systems are functioning properly.Any deficiencies found shall be brought to the attention of the appropriate MAWSS representative so repairs can be authorizedunder a new purchase order. A detailed report of the inspection and PM performed, based on the Auxiliary Pump Inspectionand Maintenance Checklist, shall be completed.IFB 26-001 Annual Auxiliary Pump MaintenancePage 5 of 18
