CHARLES, MISSOURI 63301ROAD WORKNOTICE TO CONTRACTORSInvitation for Formal Bid 26-002Notice is hereby given that the St. Charles County Highway Department will receive sealed bids forasphaltic concrete overlay work, milling and concrete curb and gutter replacement on various County roads at theoffice of the Finance Director in the County Administration Building, 201 North Second Street, Room 541, St.Charles, Missouri, until 10:00 a.m. on the 5th day of February, 2026, at which time all bids will be publicly openedand read in Conference Room 116 of the County Administration Building.All St Charles County bids will be received and opened on the first floor of the St CharlesCounty Administrative Building, 201 North Second Street, Room 116, St. Charles, Missouri63301. Sealed Bids for IFB 26-002 Asphalt Overlay 2026 on County Roads will be received until 10:00A.M. (prevailing Central Time) on Thursday, February 5, 2026. The bid will be opened publicly at10:00 AM in Room 116. It is highly recommended that you mail or have your bid delivered via UPS,FedEx, courier, etc., with plenty of time to arrive prior to the day of the bid opening. If your bid isdropped off prior to the opening there will be someone in the lobby to receive it.The project shall include all work incidental to the supply and laying of approximately 13,259 tons of 2”thick Type "BP-1" and 2,229 tons of 3” thick type “BP-1”asphaltic concrete materials, to be paid for by the ton.Full width milling of approximately 173,600 square yards of 2” mill and 13,508 square yards of 3” mill that will bepaid by the square yard, removal and replacement of 30,645 lineal feet of 3” rolled curb and gutter paid for by linealfoot, unsuitable subgrade removal of 670 cubic yards paid by cubic foot, unsuitable subgrade replacement with 2”minus base rock of 335 cubic yards paid by cubic yard, and unsuitable subgrade replacement with “bit base” asphaltof approximately 450 tons paid for by tonThe successful bidder shall be required to comply with the State Statutory Provisions concerning thepayment of prevailing wages on public works, Section 290.210 through 290.340 R.S. MO 1959, as amended 1969and shall pay to all workmen performing work under this contract not less than the prevailing hourly rate of wagesdetermined by the Department of Labor and Industrial Relation of the State of Missouri. The wage rates applicableto this project have been predetermined as required by law and are set forth in this document. When Federal wagerates are applicable and included, this contract is subject to the “Work Hours Act of 1962”, (P.L. 87-851: 76 Stat.357) and implementing regulations.Missouri Annual Wage Order 32 as amended June 26, 2025, shall be in effect for this project.The bid proposal shall be made on a form provided by the County, delivered in a sealed envelope, anddeposited in the office of the Finance Director on or before the time specified above. The proposal shall beaccompanied by bid bond, cashier's check or certified check for an amount not less than five percent of the bidamount. The amount of the check or bid bond shall be forfeited to the County upon failure or refusal of thesuccessful bidder to enter into a contract or to furnish bond after his proposal has been accepted.The County reserves the right to require the successful bidder to file proof of his ability to properly executethe project together with his record of successful completion of similar projects. The County reserves the right toreject any and all bids or proposals submitted, or to advertise for new bids. The County reserves the right to deferthe acceptance of any proposal and the execution of a contract for a period not exceeding forty five (45) days afterthe date of opening of the bids. The successful bidder to whom the contract has been awarded shall sign and returnthe contract and other required certificates and documents in quadruplicate within ten (10) days after the date of thereceipt of the award of the contract. The successful bidder shall file certificates with the County that he has obtainedand will continue to carry workmen's compensation insurance, public and private liability and property damageinsurance and builders risk insurance in the specified amounts for the duration of the contract.The contractor shall not commence work prior to the date of written notice from the County Engineer tobegin work and shall complete all work by calendar day October 30, 2026. Full Notice to Proceed is expected to beon or about March 30, 2026. RECEIPT AND OPENING OF BIDS:The County of St. Charles (herein called the "County"), invites bids on the form attached hereto,all blanks of which must be appropriately filled in. No additions,deletions, corrections or adjustments will be accepted after the time of bid opening.One [1] signed original, marked as such, and one [1] signed copy must be submitted in a sealedenvelope bearing on the outside the name of the bidder, his address, the name of the project for which thebid is submitted, and the date and time of bid opening noted in the lower left corner. If forwarded bymail, the envelope containing the bid must be enclosed in another envelope addressed as specified in thebid form.3. SUBCONTRACTS:The bidder is specifically advised that any person, firm or other party to whom it is proposed toaward a subcontract under this contract must be acceptable to the County. The bidder is also specificallyadvised that no second-tier subcontracting will be permitted on this project. The successful bidder mustprovide a list of proposed suppliers and subcontractors which must be accepted prior to commencingwork.4. EXECUTION OF CONTRACT:The bidder to whom the contract has been awarded shall sign four copies of the contract,performance bond, and payment and material bond and return them to the County within ten (10) daysafter receipt of the contract.
