Anybid received after the time and date specified will be returned unopened.2. Method of AwardThe Town of Groton intends to award the contract to the lowest responsible bidder. TheTown reserves the right to reject any and all bids and to award each contract to the bidderwho is most responsive to the interests of the Town.If the lowest base bid submitted by a responsible bidder does not exceed the amount offunds then estimated by the Owner as available to finance the contract, the contract willbe awarded on the base bid only. If such bid exceeds such amount, the Owner will rejectall bids.3. Bid ScheduleBids must be made on these forms and returned intact. Bidders shall state both in writingand in figures, in ink or typewritten, the proposed price for each separate item of the workcalled for in the bid schedule, by which prices will be compared. If any price is omitted,the blank shall be filled with the highest price named by any bidder for that item, or thebid may be rejected. Any alterations necessary prior to submission shall be clearly madeby striking through the original entry, writing the revised entry legibly and adjacent to thestricken entry, and filling in the signer’s initials and date of alteration. The use ofcorrection fluid (e.g., whiteout), tape, or any masking materials to alter or obscureoriginal entries is strictly prohibited. The version of the bid form submitted, including allhandwritten or typed entries and modifications, shall be final. The Owner reserves theright to reject any bid that contains evidence of tampering or otherwise does not adhere tothe requirements of this section.4. Arithmetic DiscrepanciesA. For the purpose of initial evaluation of bids, the following will be utilized inresolving arithmetic discrepancies found on the face of the bidding schedule assubmitted by bidders:1. Obviously misplaced decimal points will be corrected.5
