Utilizing available horizontal control and GPS survey equipment, conduct a fieldground survey to measure and obtain certain planimetric features within the entireright-of-way. Prepare a full right-of-way topographic survey which will include thefollowing content requirements identified below:i. Vertical elements (trees, hydrants, utility poles, light poles, etc.) should be shotwith survey equipment on the street side of the item for uniformity and ease ofplan design.ii. Topographic and planimetric information such as pavement, existing sidewalks,driveways, ditch lines, side yard swales, fence lines, traffic signals, and existingstructures.iii. Elevations obtained at regular intervals.iv. Adequate survey shots shall be taken outside of the right-of-way limits to proveflow direction.2Scope of ServicesEXHIBIT ARFP #26-001ENGINEERING SERVICES – 2026 FALL SIDEWALK DESIGNb. Locate right-of-way iron pipes or monuments.• Attend a kick-off meeting with City staff.• Verify no adverse impact related to drainage following installation of sidewalk.• Prepare final engineering plans and specifications for bidding. Specifications shallincorporate the City’s details relative to the work to be completed.• Prepare an engineer’s estimate of probable cost by individual street location.• Provide advertising support to local residents regarding the project.• Fill out and provide documents to fulfill IDOT MFT requirements.ADDITIONAL SCOPE OF SERVICESThe following scope of services will include but may not be limited to the following tasks relatedto permitting with outside agencies.• Structural design- The potential may exist to design retaining walls to meet current ADArequirements. This may require structural design to ensure the stability of the wall.• Permitting requirements from DuPage County DOT, DuPage County DEC, IDOT and othergovernmental agencies will require attending meetings with County staff and the City forapplication of permits. This will apply for roadways in special managed areas or abuttingCounty or State right-of-way.• This project will be associated with IDOT MFT funding. It is expected that the design andspecifications will follow the Bureau of Local Roads and Streets manual for sidewalkdesign and installation.DELIVERABLES• Submit preliminary plans solely showing intended side of the street and draft path ofproposed sidewalk. Reasons should be provided as to why one side of the street waschosen over the other. These preliminary plans will be reviewed by City staff beforemoving forward with design.• Submit plans for staff review at 75%, 90% and 100% completion. There will be a span of1 month between 90% and 100% completion due to the City sending out plans toresidents for notification and information.3Scope of ServicesEXHIBIT ARFP #26-001ENGINEERING SERVICES – 2026 FALL SIDEWALK DESIGN• 90% plans should have proposed sidewalk elevations and labels and/or a legend showingremoval and replacement of driveways, removal of trees, removal of landscape areas, etc.as to clearly convey information to residents for notification. Note that trees can beremoved, however, the City prioritizes the preservation of deciduous parkway trees andwould prefer to redirect the sidewalk around these trees when possible.• Completed IDOT MFT documents and forms.• Submit AutoCAD DWG files, control points and points files in an Excel format, layoutdocuments for the construction contractor, and word documents upon completion ofplans and specifications.COMPENSATION• Fees for design engineering services will be based on a cost plus not to exceed basis usingan hourly rate times direct staff cost. Direct costs will be charged at the actual rateincurred with no markup. A summary of anticipated hours and fees must be included inthe proposal.EVALUATION OF PROPOSALSResponses will be reviewed by City staff. The firm to be recommended for the award will be theone whose proposal is determined to be the most advantageous to the City.DUE DATE FOR WRITTEN QUESTIONSAll questions, either administrative or technical, shall be submitted via email to Tony Sperkowskiat asperkowski@wheaton.il.us no later than January 12, 2026, 11:00 am (CST).ADDENDAAll questions, clarifications or revisions regarding this request for proposal will be issued via awritten addendum and published on the City’s website and on DemandStar.
