BackgroundThe purpose of this Request for Proposals (RFP) is for the City of Pacifica (“City”) to solicit proposals from a wastewater engineering consultant (“Proposer” or “Consultant”) to provide condition assessment updates and a 20-year project Road Map for the City’s Collection System Pump Stations, Force Main and Calera Creek Water Recycling Plant (CCWRP) (“Project”). This Road Map will be used to identify, plan and budget for future projects. Please note that this RFP is for professional services, and that this is not a bid for construction services.
System Background
The City of Pacific owns and operates over 97 miles of sewer mains, serving 40,000 residents. Wastewater is conveyed through five sewer pump stations to the CCWRP through a 4.2-mile forcemain. The City operates two stormwater pump stations in the Linda Mar Neighborhood.
The CCWRP has been in operation since 2001 and is designed to treat an average daily wastewater flow of 4 MGD and a wet weather peak hourly flow of 20 MGD, discharging effluent that meets Title 22 criteria to Calera Creek. Treatment processes include grit removal, five sequencing batch reactors for biological treatment, sand filtration and ultraviolet disinfection. Solids are treated through autothermal thermophilic aerobic digesters, gravity belt thickener and centrifuges.
Project Goals
Provide a 20-year project roadmap to meet or improve on our current permit requirements with respect to life cycle costs, processes performance, current and future demands as outlined in the Collection System Master Plan Update (Appendix C) and anticipated future costs and constraints. The City’s FY24/25 Capital Improvements Program budget is approximately $16 million, with sewer rates increasing at 3.0% per year. The City is simultaneously conducting a sewer rate study for 2027 – 2032.

A more detailed project / alternative will be developed for wet weather capacity. The Calera Creek Water Recycling Plant (CCWRP) experiences significant wet weather peak flows and adapting the Sequencing Batch Reactors (SBRs) from dry to wet weather flows is an operational challenge. The goal of Task 5 is to develop alternatives and help the City determine whether to invest further in treatment capacity vs. collection system projects to target I&I flow. For example, if a treatment process alternative were more than $20 million in total project costs, the City may choose to invest more in the collection system.
Exclusions –
This study will not include modelling of the Collections System; however, consultant should study and understand the existing Collection System Master Plan Update (provided in Attachment C). Recommended projects in the project roadmap should be in-line and not contradict projects identified in this document.
