Notice is hereby given that sealed Request for Proposals for Competitive Contracting will be received by the County of Gloucester on September 30, 2025at 10:00 AM, prevailing time, in the office of the Purchasing Agent, 2 South Broad St., County Administration Building, 1st Floor, Woodbury, NJ 08096 at which time and place RFP’s will be opened in public for:
GLOUCESTER COUNTY COMPREHENSIVE DRUG AND ALCOHOL ABUSE SERVICES PURSUANT TO COMPETITIVE CONTRACTING AS PER STATE STATUTE 40A:11-4.1

SERVICE: Addiction services funding will be used to provide services to Gloucester County residents in the areas indicated for the period (January 1, 2026-December 31, 2028 with the option of two one-year renewals) above depending on the availability of funds and approval of NJ-DMHAS. Service Proposal Requested as Follows:
- Treatment in accordance with NJDMHAS Residential Treatment/Withdrawal Management, and/or Outpatient Treatment Standards/Licensing:
Total Approximate Amount: $133,126
Seeking Fee for Service/Per Diem/Unit Cost including but not limited to:
- Withdrawal Management
- Short-term Residential
- Outpatient/Intensive Outpatient
- Halfway Homes
Recovery Support Services: Funds are for advanced payments to Sober Living Environments and Dr. Office Visits for MAT Assistance for Gloucester County Residents in need.
Total Approximate Amount: $309,400
Seeking Fee for Service/Per Diem/Unit Cost Rate
$240,000 for reimbursement of Cash Advance for County Residents’ Sober Living Residences
$15,000 to Agency for Admin
- $54,400 for reimbursement of cash advance for Doctors’ visits for residents/patients’ visit for MAT
Prevention/Education - Evidenced-based Youth Prevention Education Program as per Federal Government SAMHSA Guidelines for Evidenced Based Programs to be delivered to Youth within Gloucester County based Youth Shelter
