The City has severalfacilities that will be placed on regular pickup routes.Proposal packets are available and may be obtained by downloading from the Ogden City websiteat https://www.ogdencity.gov/264/Purchasing.Proposers are responsible for securing any and all addenda issued.Sealed responses to this RFP shall be submitted to the Purchasing Office c/o 2nd Floor Information/ Constable Desk located at 2549 Washington Blvd, Ogden, UT, no later than 11 AM, December12, 2025.LATE PROPOSALS WILL NOT BE ACCEPTED.The City reserves the right to accept or reject any proposal as it best serves its convenience and/oris found to be in the best interest of the City.Ads Published: November 22 & 29, 2025Mail and Printing Services RFP 2025 | 2OGDEN CITY CORPORATIONREQUEST FOR PROPOSALMail and Printing ServicesI. INTRODUCTIONOgden City is soliciting proposals from experienced contractors to provide labor, materials,and application for mail and printing services. The City also requires regular pick-up routesfor interoffice mail delivery across multiple facilities.Goals/ObjectivesOgden City strives to:A. Provide all necessary labor and materials for mail, printing, and applicable deliveryservices at various facilities within Ogden City, including but not limited to UtilityBills.B. Contract with a qualified provider to furnish all labor and materials to mail all outgoingCity mail and to provide interoffice mail deliveries to the different Ogden City offices.C. It is anticipated that this RFP process will result in one OR may result in multiplecontract awards based on above objectives. The RFP document will become part of thefinal contract. The contract will be issued for an initial term of one (1) year and may beextended, upon mutual agreement, for up to two (2) additional one-year renewal terms,not to exceed a total term of three (3) years.II. SCOPE OF WORK / SPECIFICATIONSSee Exhibit AMail and Printing Services RFP 2025 | 3III. RESPONSE TO RFPOgden City will accept proposals from offerors capable of providing all the work describedin the Scope of Work including attachments.A. Each Proposal must include, as a minimum, the following information:1. Authorized Representative – Indicate name, address, email and telephone number ofthe company submitting the proposal.a. Include the name and contact information of the person designated as authorized tocontractually bind the offer.2. Company Experience - A description of the firm’s experience and capability offulfilling this contract if awarded.a. Include company history with biographies and/or resumes for principal contacts.b. The proposal should include the previous and current work experience related tothe SOW.3. Company Credentials / Team Information – Provide the names of any outsideconsultants and/or subcontractors to be utilized, including contact information and abrief description of their role(s) related to the SOW.4. Availability / Capability - Provide two to three relevant examples wherein yourcompany was able to meet tight deadlines related to printing / mailing projects. Includebackground information.5. Cost Proposal – Exhibit B – Complete and sign to provide a detailed breakdown of theproposed costs. You can submit cost proposal for all or part of the services. If needed,include a separate sheet for additional services and corresponding costs. Indicate aprice guarantee period.6. References – Provide list of at least three references; include contract dates, scope,summary of work performed, and contact information.7. Evidence of Insurability – Refer to Section VI, Insurance requirements.B. For City record-keeping purposes, please do not use spiral or wire binding methods. Thefollowing methods will be accepted:a. Submitted as loose leaf with binder clipb. Submitted in a regular 3-ring binderMail and Printing Services RFP 2025 | 4C. Proposals submitted to Ogden City are considered public records, unless protected withinUtah Code 63G-2-1.IV. EVALUATION OF PROPOSALSProposals will be evaluated in accordance with the criteria listed below:A. Pricing / Cost ProposalB. Previous and Current ExperienceC. Company CredentialsD. Availability / Capability30 Points20 Points20 Points30 PointsA total of 100 possible points may be awarded to one proposal.The selection committee will primarily be composed of City employees. On occasion,consultants may be invited to participate in the review.Note that proposals that are received after the deadline or not conforming to the RFPrequirements may be deemed non-responsive and eliminated. Each Proposer bears soleresponsibility for the items included or not included in the response submitted by thatProposer.All proposals in response to this RFP will be evaluated in a manner consistent with theOgden City policies and procedures. Ogden City reserves the right to disqualify anyproposal that includes significant deviations or exceptions to the terms, conditions and/orspecifications in this RFP. Ogden City reserves the right to disqualify a proposal due toany late response, no response or missed deadline.In the initial phase of the evaluation process, the selection committee will review allresponsive proposals in a cursory manner to eliminate from further consideration proposalswhich in the judgment of the evaluation committee fail to offer sufficient and substantiveprovisions to warrant further consideration. At the conclusion of this initial phase, finalistproposals will be selected for detailed review and evaluation.Mail and Printing Services RFP 2025 | 5
