Eligible bidders must have a high level of expertise in the printing and mailing field in order to fulfill high demand for large volumes of mail. At a minimum, the contractor must have five (5) years of printing experience with a governmental entity where printing services exceeded 400,000 documents per year and demonstrate a proven track record in their ability to handle this type of volume. References with demonstration of proven performance level must be submitted prior to award and preferably with bid submittal.
BackgroundFlorida Statute 200.069 requires the PAO to prepare and mail via first class the annual Notice of Proposed Property Taxes (TRIM) NO LATER THAN August 24th each year. Pinellas County PAO typically mails the notices annually between August 19th and August 22nd. The mail date is set in the prior December, and the date cannot deviate. Missing the set date will result in a complete re-print of all notices at the expense of the bidder if the delay is due to the action or inaction of the bidder. The form and format of the notice is prescribed by statute, and no artistic license with verbiage is permitted.
The TRIM Guide is an informational insert that is completely under the control of the PAO for design and content. PAO welcomes suggestions with the layout.
