DR-4485-0067Bids shall be for the furnishing of all labor, materials, equipment, plant and superintendence forperforming all work associated with the demolition of the existing Fire Station metal building andconcrete foundation; the construction of the new 60’x101’ pre-engineered metal building FireStation including reinforced concrete foundation, electrical components, wet utility services andplumbing, electric operated sectional doors, interior construction with structural walls / joists andmezzanine floor, HVAC and ventilation systems, and floodproofing components; the installationof the 117 kW diesel engine generator including electrical connections, automatic transfer switch,elevated generator platform and all other necessary items; reinforced concrete apron, curbing,sidewalk with ADA ramp and parking lot, all in accordance with the plans and specifications.The Instructions for Bidders, Bid Form, Specifications, and other Contract Documents may beexamined at G&W Engineers, Inc. at 205 W. Live Oak, Port Lavaca, TX 77979 and obtained fromwww.CivcastUSA.com. There is no charge to view or download the documents. Addendums andother announcements will be distributed via CivCastUSA to all plan holders.A Pre-Bid Conference will be held at 10:00 am, Thursday, February 26, 2026, at the existingFire Station at 873 Margie Tewmey Rd #1, Port Lavaca, TX. All plan holders and/or potentialBidders are STRONGLY urged to attend.Sealed Bids may be hand delivered or mailed to:Honorable Vern Lyssy, County JudgeCalhoun County Courthouse211 South Ann Street3rd Floor, Suite 301Port Lavaca, TX 77979All bids must be delivered to the Office of the Calhoun County Judge in a sealed 9 x 12 or largerenvelope and clearly marked on the outside of the envelope, or the UPS/FedEx/otherDelivery Service envelope: Sealed Bid – BID NO. 2025.10 - MAGNOLIA BEACH FIRESTATION PROJECT.Sealed Bids consisting of one (1) USB flash drive and one (1) original and three (3) printed copiesof the complete bid and required forms are DUE BEFORE 2:00:00 PM local time, TuesdayMarch 24, 2026 in the County Judge’s office, Calhoun County Courthouse, 211 South AnnStreet, 3rd Floor, Suite 301, Port Lavaca, Texas. At this time, all bids will be publicly openedand read aloud in the conference room located in the County Judge’s office.It is the responsibility of the submitting bidder to ensure that their sealed bid is received in a timelymanner. Calhoun County does not accept faxed or emailed bids. Calhoun County accepts nofinancial responsibility for any cost incurred by any bidder in the course of responding to the bid.Bids received after the date and time the bids are due will not be accepted and will be returnedunopened, regardless of whether or not the delay was outside of the control of the submittingbidder.Bidders must submit with their bid a bid bond, issued by an acceptable surety, or a certified check,payable to Calhoun County, in the amount of not less than five percent (5%) of the total bidsubmitted. Bids submitted without the required security will not be considered.All contractors and subcontractors must be cleared (not suspended or debarred) prior to anyformal action authorizing the award of a contract to the contractor and for the duration of theproject.Calhoun County reserves the right to reject any or all bids or to waive any informalities in thebidding and to award to the responsible bidder submitting the best qualified acceptable bid who,in the opinion of Calhoun County, offers the bid in the best interest of the County. Bids may beheld by Calhoun County for a period not to exceed sixty (60) days from the date of the bid openingfor the purpose of reviewing the bids and investigating the bidder’s qualifications prior to thecontract award.The successful bidder will be required to purchase and furnish a Performance Bond and aPayment Bond, each in the full amount of the contract, written by a responsible surety companyauthorized to do business in the State of Texas, as required by Article 5160, V.A.T.C.S., asamended by H.B. 344, passed by the 56th Legislature, Regular Session, 1959.The successful bidder shall begin work on receipt of the Notice to Proceed and shall completethe work within the Contract Time. Work is subject to liquidated damages.This project to be constructed will be jointly financed with assistance with the Texas General LandOffice under the U.S. Department of Housing and Urban Development through the CommunityDevelopment Block Grant (CDBG) MIT-MOD program and with the FEMA Hazard MitigationGrant Program and is subject to all applicable Federal and State laws and regulationsAttention is called to the fact that not less than, the federally determined prevailing Davis-Baconand Related Acts wage rate, as issued by the Department of Labor and contained in the contractdocuments, must be paid on this project. In addition, the successful bidder must ensure thatemployees and applicants for employment are not discriminated against because of race, color,religion, sex, sexual orientation, gender identity, or national origin. Adherence to the CalhounCounty Section 3 Policy is required for all contracts.Calhoun County, Texas is an Affirmative Action/Equal Opportunity Employer.
