IntroductionThe purpose of this Request for Proposals (RFP) is for Washington County to engage a consultant and secureservices for consulting with Human Resources on the improvement and modernization of WashingtonCounty’s existing Job Evaluation System and Job Evaluation System Assessment Process, Procedures andassociated training for staff.1.1. Background InformationWashington County, Minnesota is the fifth most populous county in Minnesota with a diverse population,including longtime residents, young professionals and families, and new immigrant communities. Over thelast 20 years, Washington County has experienced rapid growth from a rural, farming community to anexpanding urban area.The County was established in 1849 and has the powers, duties, and privileges granted counties by statelaw, codified in Minn. Stat. § 373. The County serves an area of 423 square miles, with an estimatedpopulation of 262,748. The County’s fiscal year begins on January 1 and ends on December 31. The County isgoverned by a five-member County Board of Commissioners representing separate districts. In addition, theOffices of County Attorney and Sheriff are elected on a countywide basis.The County offers a full range of services including property tax administration, law enforcement andcorrections, public works, parks, solid waste management, library, community health, county extension,human resources, courts, and general administration.Washington County has 1,447 total full-time employees in approximately 358 job classifications. In 2013,Washington County purchased and analyzed all job classifications with the Trusight Job Evaluation System.This system measures all jobs to five main compensable factors including qualifications, decision-making,problem-solving skills, relationships and working conditions/environment.The Washington County Compensation Plan has 29 grades. The County has consistently achievedcompliance with the Minnesota Pay Equity requirements.Washington County is interested in the improvement and modernization of Washington County’s existingJob Evaluation System and Job Evaluation System Assessment Process, Procedures and associated trainingfor staff. This is to be accomplished with current human resources classification and job evaluation marketbest practices.1.2. Scope of ServicesThe successful Contractor will have the ability to perform all the functions below. Contractors who cannotprovide the full range of requested services may submit a proposal, but must clearly note any services listedin this request which would not be provided. Contractors are also encouraged to highlight any services forwhich they possess particularly notable qualifications.A. Project Kick Off:1. Review background information including the County’s Trusight Job Evaluation System, JobEvaluation Assessment Process and Procedures.2. Meet with Human Resources Project Team to validate scope of services, methodology,timetable and other deliverables.B. Job Evaluation Study:1. Analyze the current Job Evaluation System.a. Recommend options for updating methodology, tools and documentation to thesystem.b. Recommend options for updated templates.c. Recommend options for Job Evaluation System benchmarks.d. Recommend options to improve accuracy of job comparisons.e. Recommend options to improve consistency of job comparisons.2. Analyze the current Job Evaluation System Assessment Process and Procedures.a. Recommend Job Evaluation process and procedure options including but not limited to:i. Job Evaluation Assessment Questions for Supervisors,ii. Job Evaluation Assessment Supervisor Interview Structure and Questions forHuman Resources personnel,iii. Job Evaluation Assessment Review Process for Human Resources personnel withfive comprehensive training sessions for key staff members on how toaccomplish,iv. Job Evaluation Assessment Report and Recommendation Document andDeliverables with comprehensive training for key staff members on how toaccomplish (can be included in the five comprehensive training sessions).3. Recommend a policy and procedure for processing future requests for classification additions,deletions, and changes that will provide a consistent format and guidelines to be utilized byHuman Resources staff as changes in positions occur or new positions are created.Page |4RFP for Job Evaluation System Improvements4. All deliverables to ensure consistency, defensibility, alignment with current human resourcesbest practices with the additional goal of successful maintenance on a long-term basis.5. Present initial recommendations to Project Team.6. Finalize recommendations with Project Team.7. Prepare and present, on-site, a final report that will include the study methodology, majorfindings, and major recommendations/implementation strategies.8. Prepare implementation and maintenance manuals for future use.C. Period of Performance:1. It is the County's intent to complete this project no later 90 days from contract execution.2.1. Other RequirementsProposing consultants must have medium-to-large public sector organization classification, job evaluationand compensation experience. Medium-to-large public sector organization classification, job evaluation andcompensation experience shall mean assisting a City or County organization with a minimum of 200employees with a classification and job evaluation system compensable factors like Washington County’sJob Evaluation System.3. Proposal ContentThe following will be considered minimum contents of the proposal and must be submitted:3.1. Cover LetterIntroduce the Contractor submitting the proposal and state the Contractor’s understanding of the services.Include name, address, telephone number, and email address of the contact person(s), as well as the namesof any others participating in the proposal.3.2. Qualifications and ExperienceProvide demonstrated qualifications and experience that proves the ability to perform the services andmeet the requirements of this RFP.3.3. Fee ScheduleProvide all costs associated with the proposed contract for services in a complete and understandable form.Include an itemized fee schedule for work included in the scope of work and a payment plan based onmeasurable contract milestones.3.4. ReferencesProvide three references for organizations currently utilizing your services that are similar in size and withsimilar needs as Washington County, and as described in Section 2.1. Other Requirements. Include dates ofservice, agency name, contact name, email address, phone number, and a brief description of the servicesyou provide.3.5. Appendix A – County’s Standard Terms and ConditionsSubmit a signed Appendix A as the Contractor to whom the contract is awarded shall be required to complywith the terms and conditions contained therein.Page |5
