Description: The Rockbridge County Public Service Authority (RCPSA) is requesting electronic sealed proposals from from qualified engineering firms to provide professional engineering services on an "as needed" basis.  The RCPSA will select one or more firms to provide the services requested using the "Competitive Negotiation” as outlined in the Virginia Public Procurement Act. Publication Date/Time: 10/1/2025 12:00 AM Closing Date/Time: 11/12/2025 2:00 PM Contact Person: Melissa Alexander, Executive Director malexander@rockbridgecountyva.gov Miscellaneous: All electronic proposal submissions with the required documents must be submitted through the Commonwealth of Virginia’s online e-procurement system, eVA. Proposers must submit one (1) complete copy of the proposal and all required documents and/or attachments no later than 2 p.m. on Wednesday, November 12, 2025. Proposers are solely responsible for reviewing, complying and returning a complete and responsive proposal. Failure to submit any of the required information may result in the proposal being rejected or receiving a lower evaluation score. Changes to this RFP forms or formats are prohibited except where clearly instructed and permitted. Without exception, submissions outside of the eVA system will not be accepted. Therefore, email, mail, fax or hand delivery submission will not be accepted.
