OverviewPost InformationPosted At:Tue, Jan 7, 2025 9:00 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe City of Dania Beach is seeking a consultant who will work with city staff, regional agencies, and other experts to develop a robust and innovative Resiliency Plan that will serve as a comprehensive strategy to incorporate essential planning elements that accelerate transformational action.
The Resiliency Plan should identify adaptation projects and strategies, with key performative indictors for monitoring progress. The Resiliency Plan should establish an understanding of the capital and long-term projects and associated operating cost as well as social, equity, and economic benefits associated with these commitments.
The Resiliency Plan will:
- Develop framework that sets direction and overall goals, suggests initial priority action steps and proposes high-level implementation pathways to achieve them in order to be compatible with the Southeast Florida Regional Climate Change Compact and deliver on the City’s NetZero Action Pledge.
- Demonstrate how the City will adapt and improve its resiliency to the climate hazards that may impact the City now and in the future climate change scenarios.
- Evaluation of the City’s existing plans and programs and recommend opportunities to create more value in emission reduction and sea level rise strategies.
- Detail the City’s governance powers, short and long-term sustainability budget parameters matched to set goals and capacity, as well as identify the partners who need to be engaged in order to accelerate the delivery of the mitigation targets and resilience goals.
- Provide recommendation to City policy and procedures, which may include amendments to the City’s Strategic, Comprehensive Plan, Land Development Regulations, the City’s vehicle purchasing policy, Green Advisory Board’s roles and responsibilities, etc.
BackgroundThe City seeks to build on the momentum of existing sustainability initiatives to establish a coherent master plan. These existing initiatives include:
- Critical asset inventory
- Comprehensive Plan – update to include Resiliency
- Peril of Flood
- Temporary stormwater regulations requiring all development (large or small) to provide SW calculations - Section 27-227, adopted 11-22-2011
- Stormwater Master Plan, currently underway
- Seawall regulations updated to meet new County regulations, Section 240-30.
- Regulations for photovoltaic panels (solar panels), Section 220-65.
- Vegetative roofs (green roof) regulations for all new development - Section 215-130, adopted 1-13-15
- EV charging stations regulations, Section 265-185, adopted 4-9-24
- Green Building Initiatives required for new construction – new regulations Article 260
- Solar Street Lights – see Public Services for details
- LEED certified Public Services building
- Vulnerability Grant currently underway with South Florida regional Planning Council
- 2024-25 FY Resiliency Master Plan
- SE drainage project ($33M infrastructure improvement)
