The City requires Legal Services - Labor, Employment, and Workplace Investigations (“Services”) from qualified Consultants on behalf of the City Manager’s Office, the Human Resources Department, and the City Attorney’s Office. The City of Napa has approximately 500 full-time and 150 part-time employees working in eleven (11) departments. The City’s Human Resources Department conducts workplace investigations, participates in labor negotiations, holds trainings, and writes administrative policies with support from other departments and external vendors.
Labor negotiations are led by the Human Resources Department with a coordinated team approach with the City Manager’s Office, City Attorney’s Office, and Finance Department. The workforce is comprised of 6 bargaining units: Napa City Employees' Association – SEIU 1021, Administrative and Managerial Professionals Association, Napa Police Officers' Association, Napa City Firefighters Association – IAFF Local 3124, Police Management Unit, and Napa Chief Fire Officers. Under the terms of the City Charter (particularly sections 75 – 86), the City has a Civil Service Commission with specified authority generally related to advising the City Council on matters related to the position classification plan and salary schedules for classified employees, the establishment of employment and promotional lists for the hiring or promotion of classified employees, and with decision making authority for appeals.
The City is seeking the services of a qualified labor and employment law firm or consultant to provide legal services including but not limited to: the establishment of recommended employee and workplace policies and policy updates (through amendments to the City Charter, Council ordinances and resolutions; guidance on the Civil Service Rules, memoranda of understandings with recognized employee organizations, City Manager approved administrative regulations, and Human Resources Department procedures and forms); labor negotiations; upon approval by the City Attorney’s Office, legal advice to City staff and City management representatives related to counseling or disciplining employees; investigations of alleged workplace misconduct, and other legal advice and services related to the management of human resources and labor relations. We are issuing this Request for Proposal (RFP) to select one consultant with specialized expertise in employment law, labor relations and collective bargaining to support the organization in advisory services and labor negotiations. In addition, we intend to engage multiple consultants with demonstrated experience in workplace investigations to conduct workplace investigations. Respondents may reply to one or multiple of these separate service areas (labor relations, employment law, investigative services).
