The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide consulting services for development and updates (as applicable) to the City's Travel Demand Model, Transportation Impact Fee (TIF) Program, Vehicle Miles Traveled (VMT) Reduction and Mitigation Fee Program, and Transportation Analysis Guidelines. More details on the City's needs for this work are provided in the Scope of Work .
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

BackgroundWest Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep-water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district (as of the November, 2022 election) who serve four year terms and directly elect the mayor who serves a four-year term. The City is full-service with nine (9) departments and over 400 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.
This project includes updates and development of several transportation planning and analysis programs to reflect the latest regulations, standards, and methodologies; primarily originating from the adoption of Senate Bill 743 (SB 743) which utilizes vehicle miles traveled (VMT) as a replacement to level of service (LOS) as the basis for determining significant transportation impacts under the California Environmental Quality Act (CEQA). Proposed updates for these programs are necessary to address and support current transportation policies adopted in the City's General Plan and address impacts associated with future planned development within the City.
Considering all of these programs are interrelated, the City is proposing selection of one consultant team to prepare these documents and updates, which may consist of several relevant specialist subconsultants needed to complete the work. The lead consultant would coordinate project management of these tasks in cooperation with the City's delegated Project Manager. The projects identified in this RFP are funded by two sources:
- The Travel Demand Model, Transportation Impact Fee Program, and Transportation Analysis Guidelines tasks are locally funded through a Capital Improvement Program (CIP), with contract estimate of $324,000 for Consultant services.
- The VMT Reduction and Mitigation Fee Program tasks are funded through a Caltrans Sustainable Communities Grant, with contract estimate of $316,000 for Consultant services.
- Total estimated allotment for Consultant services is $640,000.
Travel Demand Model
The City requires a more robust travel demand model than the current options available to better reflect existing conditions, recent changes in travel patterns, changes in legislation for identifying transportation impacts, analyze changes to development patterns and future land use scenarios, and analyze a variety of proposed multi-modal transportation improvements. Following coordination with the City on the recommended approach, the Consultant will update/develop a travel demand model that meets the transportation modeling and analysis needs for the City, including use for CEQA and NEPA analyses.
Transportation Impact Fee Program
The updated Transportation Impact Fee Program includes reconciling LOS and VMT policy goals as the basis for evaluating transportation impact fees. This also includes application of the updated Travel Demand Model, updates to future growth scenarios proposed at years 2035 and 2050 consistent with the SACOG region Blueprint, revisions to the list of transportation improvement projects, associated LOS and VMT analyses, and new preliminary roadway improvement cost estimates.
VMT Reduction and Mitigation Fee Program
The VMT Reduction and Mitigation Fee Program include establishment of VMT analysis methodology, thresholds, and screening criteria for new development projects. This will include application of the updated Travel Demand Model, development of a list of projects or programs that reduce City-wide VMT, and determination of a fee program structure for individual development projects that have significant VMT impacts pursuant to SB 743, CEQA, and the City's General Plan.
Transportation Analysis Guidelines
The updated Transportation Analysis Guidelines incorporates the CEQA standards and general plan mobility element policies, and state of the practice for preparing transportation studies. This will include the analysis details and methodologies established in the VMT Reduction and Mitigation Fee Program.
Optional Task: Emergency Evacuation Analysis
This is an optional task the City would like more information on regarding the scope of work. This will include a robust analysis of emergency evacuation events to provide more data driven information to staff and the public, and to identify improvements to roadway network and operations planning for various evacuation scenarios.
