Summary

Tolemi software is a proprietary, web-based data and analytics platform designed specifically for municipal governments. Tolemi’s platform offers a comprehensive, centralized, public-facing solution specifically designed for local governments to integrate, visualize, and analyze property-level and community health data. The software provides advanced data integration, GIS mapping, and analytics tools that enable municipalities to track housing conditions, visualize environmental and health risks—such as lead hazards—and direct resources more effectively. It integrates multiple public data sources and internal datasets to support evidence-based targeting of Lead Reduction Program (LRP) resources, enhance transparency around lead remediation efforts, and empower residents, policymakers, and stakeholders with actionable insights.

The City believes Tolemi to be a sole source solution due to its unique combination of features, architecture, and demonstrated performance in municipal applications. This notice serves to identify whether any other vendor can offer a comparable solution with the same capabilities and specifications.

Background

The City of St. Petersburg's Lead Hazard Reduction (LHR) Capacity Building grant is a multi-stakeholder effort to build local capacity to implement a LHR Healthy Homes Program, with an emphasis on underserved residents of the South St. Petersburg Community Redevelopment Area (SSCRA). The program focus is to:

  1. Build local capacity to determine the prevalence of childhood lead poisoning among children under six years in the targeted community(ies);
  2. Build local capacity to safely and effectively address lead hazards during renovation, remodeling, and maintenance activities by integrating lead-safe work practices;
  3. Develop and implement procedures/guidelines for the intake of potential program participants and establishment of a system to market lead-safe units to families with young children;
  4. Promoting collaboration, data sharing, and targeting between health and housing departments;
  5. Developing key partnerships with organizations such as faith-based groups, health departments, coalitions, or other community-based organizations;
  6. Integrate strategies to incorporate lead hazard control into existing housing repair programs; (e.g., housing rehabilitation, local housing ordinance, property maintenance, weatherization, housing-related health hazard interventions, and energy conservation activities);
  7. Obtain high quality data to target resources where the need is greatest; and
  8. Develop systems for sustaining a lead hazard control program after successful completion of the capacity building grant program.
