Description: The intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain firm fixed pricing from a qualified firm that is factory-authorized and experienced in the design installation, maintenance, and repair of security systems. These systems include, but are not limited to, network-based access control systems (ACS), intrusion detection systems (IDS), and video surveillance systems (VSS).
The successful Bidder shall be responsible for the design, installation, programming, maintenance, repair, and support of security systems for the County.
The County intends to award a one (1) contract as a result of this IFB.
Pre-Bid Conference:Â
An optional Pre-Bid Conference will be held virtually using Microsoft Teams on November 25, 2025, at 11:00 a.m. for clarification of any questions on the scope of services and to provide a high-level overview of the supplier registration process and online submission of bids through iSupplier.

It shall be the bidder'sresponsibility to advise the Purchasing Agent in writing if any language, requirement,specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this IFB to a single source. Such notification must be receivedby the Purchasing Agent or appointed designee not later than fifteen (15) days priorto the date set for bids to close.3.0 DISCREPANCIESShould a Bidder find discrepancies in the plans and/or specifications or be in doubt asto the meaning or intent of any part thereof, the Bidder shall request clarification fromthe County in writing, not later than ten (10) working days prior to the bid opening. Anychanges to the IFB that result from such a clarification request, will be communicatedthrough a written addendum and posted on the Procurement home page atwww.loudoun.gov/procurement. Failure to request such a clarification is a waiver of anyclaim by the Bidder for additional expenses because its interpretation was different thanthe County’s.4.0 BIDDER’S MINIMUM QUALIFICATIONSBidders must demonstrate that they have the resources and capability to provide thematerials and services as described herein. All Bidders must submit thedocumentation indicated below with their bid. Failure to provide any of the requireddocumentation shall be cause for bid to be deemed nonresponsive and/or non-responsible and rejected.The following criteria shall be met in order to be eligible for this Contract:4.1 The Bidder shall be a certified dealer or authorized service provider for eachof the following manufacturers and must employ a minimum of two (2)technicians who are currently certified and qualified to work on the respectivesystems:SECURITY SYSTEMS DESIGN INSTALLATION AND MAINTENANCE SERVICESIFB #RFQ 679887Page 4 of 51A. Identipass PremiSys (Card Access Control)B. Hanwaha Vision (Video Surveillance)C. Geutebruck USA (Video Surveillance)To demonstrate compliance with this requirement, the Bidder shallprovide the following documentation:A. Manufacturer-issued certification or dealer authorization letters for eachlisted manufacturer.B. Copies of current training or certification credentials for at least two (2)technicians per manufacturer.4.2 The Bidder shall have a minimum of three (3) years of verifiable experience inthe design, installation, repair, and maintenance of security systems.To demonstrate compliance with this requirement, the Bidder shallprovide the following documentation using Attachment #1 (References):A. A minimum of four (4) references for projects completed within the pastthree (3) years.B. At least one (1) of the references shall specifically document experiencewith IDentiCard PremiSys systems.C. At least one (1) of the references shall specifically document knowledgeof and experience with Structured Query Language (SQL).D. Each reference shall include: 1) Firm Name, 2) Contact Person’s Nameand Title, 3) Mailing Address, 4) Phone Number, 5) Email Address, 6)Description of Services Performed, and 7) Contract Value and Periodof Performance. Bidder hereby releases listed references from allclaims and liability for damages that may result from the informationprovided by the reference.4.3 Bidders shall be licensed to operate as a private security services business inthe Commonwealth of Virginia, as required under Virginia Code § 9.1-139.To demonstrate compliance with this requirement, the Bidder shallprovide the following documentation:A copy of the Bidder’s current Private Security Services Business Licenseissued by the Virginia Department of Criminal Justice Services (DCJS).5.0 SCOPE OF SERVICESThe Contractor shall furnish all labor, supervision, equipment, tools, materials,transportation, and incidentals necessary to perform the design, installation,programming, maintenance, repair, and support of security systems for LoudounCounty.
