INVITATION FOR BID2026 WWTP, Wastewater, and Stormwater PS Electrical UnitPriced Contract ServicesThe City of Sedro-Woolley is soliciting bids under the city’s Small Works Roster utilizing MRSCRosters for a 12 month as-needed electrical services agreement beginning on March 1, 2026.Contractors shall provide electrical services to the City of Sedro-Woolley Wastewater TreatmentPlant (WWTP), including Wastewater and Stormwater Pump Stations (PS).Electrical work may consist of, but not be limited to:• Troubleshooting and repairing electrical issues with pumps, equipment, backupgenerators and controls.• Programming PLC, and ultrasonic level controls• Troubleshooting and repairing electrical issues with sanitary sewer and stormwater pumpstations, including float and ultrasonic control systems.• Hard wiring new pumps or plant equipment• Adding new electrical services• Troubleshooting and repairing wiring, lighting and HVAC systems in WWTP buildingsElectrical jobs will be scheduled by the WWTP City Department Head on an as-needed basis.Individual tasks will be assigned by Task Order. Scheduled Electrical services shall be performedMonday through Friday between the hours of 8:00 AM and 5:00 PM. There may be occasionswhen job completion runs beyond the normal working hours or when a Contractor is called in foran after-hour’s emergency. Contractors will respond within 1 hour during normal working hoursand within 2 hours for after-hours, weekend and holiday calls. The company shall be a ULapproved panel builder, with a minimum of 5 years’ experience writing PLC Logic and a fullyequipped service truck. The cumulative annual value of the work is estimated at $10,000, butactual work will vary, and no guarantee is made of the actual value of the work.Materials: For materials used during the course of schedule 1 work, the city shall be billed for theactual cost of all materials, equipment, and supplies purchased for the work, including applicablesales tax, freight, and delivery charges. A markup of 15% shall be added to the total materialcost to cover the Contractor’s overhead (RCW 39.04.235), the submittal of material invoices willbe required to support each invoice.Materials provided for individual projects will be per the current edition of the National ElectricalCode. Before the City accepts a contractor’sbid, the contractor must:• Be a registered contractor at time of bid submittal (RCW 18.27.020)• Have a current state Unified Business Identifier (UBI) number.• Have industrial insurance coverage as verified by WA Labor and Industries (RCW Title51)• Have an Employment Security Department number (RCW Title 50)• Have a state Excise Tax Registration number (RCW Title 82)• Have never been disqualified from bidding under RCW 39.06.010 or 39.12.065(3)• If bidding on a public works project subject to the apprenticeship utilization requirementsin RCW 39.04.320, must not have been found out of compliance by the WA Stateapprenticeship and training council under chapter RCW 49.04 for the one-year periodimmediately preceding the date of the bid solicitation.• Bidders must have received training on the requirements related to public works andprevailing wage under RCW chapters 39.04.350 and 39.12.• Bidders within the three-year period immediately preceding the date of the bid solicitation,may not have been determined by a final and binding citation and notice of assessmentissued by the WA Labor and Industries or through a civil judgement entered by a court asdefined in RCW 49.48.082, any provision of 49.46, 49.48, or 49.52 RCW.Bidders shall register or maintain registration on MRSC Rosters at http://www.mrscrosters.orgprior to bid solicitation. Bidders not on the roster prior to solicitation will be considered non-responsive. Successful bidders must have or shall obtain a Sedro-Woolley business license athttps://dor.wa.gov/city-license-endorsements/sedro-woolley prior to any payment and be currentwith all applicable licenses, taxes, and fees owed to the City of Sedro-Woolley.Interested contractors are to submit, have completed, and registered prior to bid opening:• Bid Proposal Form utilizing the form provided.• A Statement of Bidder’s Qualifications including references utilizing the form provided.• Certification of Compliance with Wage Payment Statutes utilizing the form provided.• Current Rate Sheet including labor and equipment rates – may provide on companyletterhead.• Must have received training related to the public works and prevailing wage requirementsor be exempt as verified by WA Labor and Industries (RCW 39.04.350(1)(f)).Proposals are due by 2 pm on Thursday, February 12, 2026. A formal bid opening will not beheld. Based on responses received,a minimum of two contractors may be selected. Contracts will be awarded to selectedcontractors.
