Request for Qualifications - Construction Management Services for the Lockerman Middle School
The Maryland Stadium Authority (“MSA”) is inviting interested prime Offerors, on behalf of The Board of Education of Caroline County Public Schools (“CCPS”, the “LEA) to submit a Statement of Qualifications (“SOQ”) in response to this Request for Qualifications (“RFQ”). This RFQ is the first step in procuring Construction Management (“CM”) Services for the replacement of the Lockerman Middle School (“LMS”, the “Project”). Through this RFQ, MSA will establish a pre-qualified list of Offerors that will be able to submit proposals in response to the Request for Proposals (“RFP”) that will be issued subsequently to procure the aforementioned services. Only Offerors that are pre-qualified as a result of this RFQ will be issued the project specific RFP. At the conclusion of the pre-construction period, the selected CM firm will have the possibility of entering into a Guaranteed Maximum Price contract for construction of the Project.

At the conclusion ofthe pre-construction period, the selected CM firm will have the possibility ofentering into a Guaranteed Maximum Price contract for construction of theProject.MSA reserves the right to accept or reject any SOQ in its sole and absolutediscretion, to waive any technical errors or irregularities, request clarifications,amend the pre-qualification requirements, or abandon the pre-qualificationprocess, if it is in the interest of MSA and CCPS.B. Background InformationThis project is pursuant to the memorandum of agreement made effective as ofFebruary 3, 2026, by and between CCPS, and the MSA. Whereas, the LEA and theCounty desires to design, construct, and equip the replacement of the LMS project.A feasibility study was conducted to determine the current conditions of the LMSBuilding, and to make recommendations regarding the design strategy to programand replace this structure. The replacement project will be implemented andadministered through a combination of MSA and CCPS staff. The final design mustaccomplish the following goals on time and on/under budget:1. Academic Upgrade: Ensure educational adequacy of all program componentsand spaces to meet the site-specific educational specifications to accommodate21st century learning.2. Building Replacement: Deliver a building that meets contemporary performancestandards, including all interior and exterior elements and systems.3. Site Upgrade: Improve vehicular and pedestrian access to the site as well asaccommodate ADA, stormwater management, utilities access/expansion, andsafety & security upgrades.The site-specific educational specifications established the total square foot areaof the replacement building to be 140,005 square feet. The student capacity of thebuilding is set at 904 students. The modernization of the building will consist of acomplete replacement of the existing facility, on a new site. The new LMS buildingwill be co-located on the North Caroline High School site (10990 River Rd.,2Ridgely, MD 21660). The existing building will not be in the scope of this project. Acopy of the feasibility study and other relevant project information will beprovided to the Offerors who meet the Minimum Qualifications establishedin this RFQC. Minimum Qualifications:Interested Offerors shall clearly demonstrate in their SOQ submitted in response tothis RFQ that the following minimum qualifications and requirements are met inorder to be pre-qualified. The SOQ shall address the qualifications andrequirements in the order shown below and include specific documentation and/ornarratives to clearly demonstrate how they meet or exceed the stated minimumqualifications.a. Offeror is a CM firm registered to do business in the State of Maryland, andlicensed to operate in the State of Maryland. Provide a copy of a valid licensingcertificate(s).b. Offeror has a minimum of ten (10) years of experience providing pre-constructionplanning services.c. Offeror has a minimum of ten (10) years of construction experience acting as theprime CM related to modernizations, additions and/or replacement of educationalfacilities, preferably secondary schools, in a rural environment.d. Offeror has a minimum of ten (10) years of experience providing the followingservices during both the pre-construction and construction phases of a project:constructability reviews, estimating and budget control, CPM scheduling, valueengineering, quality assurance/quality control, and evaluation and implementationof innovative construction techniques.e. Offeror has a minimum of ten (10) years of significant experience with K-12projects that have CM at Risk delivery methods.f. Offeror presents a minimum of five (5) sample projects that demonstrate it hasproven experience with the successful completion of projects of similar size, andcomplexity.g. Offeror presents a minimum of three (3) sample projects that demonstrate it hasproven experience with the successful completion of projects on k-12 occupiedsites.h. Offeror has a minimum of five (5) years of experience in the planning andconstruction of LEED certified buildings.i. Offeror has a minimum of five (5) years of experience with community, school-level administrative and other stakeholder involvement during the planning,design and construction phases of a project.j. Provide a detailed narrative about your knowledge of and experience with thelocal trade contracting community.k. Offeror has the ability to meet a free bonding capacity requirement of $90 million.Provide a letter from the Offeror’s bonding company indicating that the Offerorcan obtain bonding that meets the RFQ requirements if awarded a contractl. Offeror has the ability to meet the insurance coverage requirements forconstruction of a project of this size and complexity. Minimum limits are listed3below. Additional information regarding insurance will be provided to the Offerorswho meet the minimum qualifications established in this RFQ. Provide aninsurance certificate and/or a letter from the Offeror’s insurance carrier showinglimits, as listed below, that demonstrates that the Offeror can obtain insurancethat meets the RFQ requirements if awarded a contract.A. Commercial General Liability (CGL) - $2,000,000 per occurrence,$4,000,000 general aggregate limit and $4,000,000 products/completedoperations limit.B. Business Automobile Liability (BAL) - Minimum $2,000,000 combined singlelimit on coverage.C.Worker Compensation and Employers Liability – Part A (WorkersCompensation) – statutory requirements of the jurisdiction in which the workis being performed, Part B (Employers Liability) - $1,000,000 for eachaccident, $1,000,000 for each employee and a $1,000,0000 aggregatepolicy limit for disease.D.Excess Liability/Umbrella Liability - $25,000,000 coverage per occurrence.When listing projects to demonstrate that an Offeror meets or exceeds the minimumqualifications listed above, all of the following information shall be providedfor each project:• Project Title and Location• Owner and Owner Reference• Gross Square Footage• Construction Contract Amount - Initial and Final Value (if applicable)• Dates of Performance - Start and Completion (Actual or Projected)• Description of the Offeror’s direct involvement in the project as a primecontractor.Note that Offerors may add cross references to projects that address multipleminimum qualification items.Please note: This RFQ is intended to evaluate the qualifications of prime Offerorsonly.
