INTRODUCTION1.1. Purpose of Request For Proposal (RFP)The purpose of this Request for Proposal (RFP) is to solicit proposals from qualifiedorganizations to provide the Los Angeles Community College District (LACCD) with asystemwide case management software solution for Title IX and Discrimination,Harassment, and Retaliation (DHR) cases. LACCD is committed to fostering a safe,inclusive, and supportive environment for all students, faculty, and staff. In support of thiscommitment, LACCD seeks to enhance its processes for managing, investigating, andresponding to allegations of discrimination, harassment, retaliation, and sexualharassment. Accordingly, LACCD seeks a comprehensive case management solution thatintegrates seamlessly with existing technology systems, ensures robust security and dataprivacy, and provides accessibility features in compliance with applicable laws andregulations.1.2. About the DistrictThe District was organized in 1969 and is governed by an elected Board of Trustees and ispart of the statewide California Community College system. Members of the Board ofTrustees are elected at large to serve four-year terms. LACCD serves a highly diverse,multi-racial and multi-lingual geopolitical area of more than nine million people in 2025 inroughly 900 square miles of the County of Los Angeles, including 36 cities andunincorporated communities, including the City of Los Angeles. The District extends fromthe San Fernando Valley and Sylmar areas north of metropolitan Los Angeles, down to thePort of Los Angeles in the south; from the “west side” of Los Angeles, over to the easternside of Los Angeles into Boyle Heights and the San Gabriel Valley.The District’s nine colleges provide comprehensive, lower-division general education (thetraditional first two years of a four-year degree) for transfer; education pathways for two-year certificates or Associate’s degrees; occupational education; credit and non-creditinstructional programs and Adult Education to meet the needs of the surroundingcommunities; Career Education and Strong Workforce jobs training education; citizenshipclasses; and, in some instances, four-year Bachelor’s degree programs and other lifelonglearning opportunities. The nine colleges are: Los Angeles City College, East Los AngelesCollege, Los Angeles Harbor College, Los Angeles Mission College, Los Angeles PierceCollege, Los Angeles Southwest College, Los Angeles Trade-Technical College, LosAngeles Valley College and West Los Angeles College and all are fully accredited. Thecolleges range in size from about 22 acres (Los Angeles Trade-Technical College) to morethan 450 acres (Los Angeles Pierce College). Facilities include newly constructedclassroom and instructional laboratory buildings, learning resource centers (libraries withspecialized learning/tutoring centers) as well as original instructional buildings, parkingstructures, maintenance yards, athletic fields and gymnasiums. Others were created and built as the District expanded to its current configuration.The District’s 2024-2025 Fiscal Year budget, found online, here, is from all funds andsources is $10.2 billion, of which $8.3 billion $8.3 billion is for the District’s capitalimprovement and construction program, “BuildLACCD.”In Fall 2024 the District employed more than 6,000 full-and part-time personnel and servednearly 250,000 full-and part-time students in the 2024-25 academic year. The student population of theLACCD is ethnically diverse: In the 2024-25 academic year 58 percent of students wereHispanic/Latinx, 19 percent White, 8 percent African American, 6 percent Asian, and 2percent Multi-Ethnic. Since its inception in 2017, over 40,000 students haveparticipated in this program and about 12,000 LACP students were enrolled in LACCDcolleges in the 2024-25 academic year.2. GENERAL GOALS AND SCOPE OF SERVICES2.1. General GoalsIt is the intent of the Los Angeles Community College District (“the district”) to enter into anagreement with a Proposer to provide a comprehensive Case Management SoftwareSystem and to select one (1) service provider for the Los Angeles Community CollegeRFP 26-04 – Case Management Software SystemPage 4 of 35District (“District”). The agreement would be for a term of three (3) years with two (2) one-year options to renew annually for a total of five (5) years.2.2. Scope of Services2.3.Please refer to Appendix A: Scope of Services.Term of ContractAs noted above, the District anticipates entering into an agreement for up to five (5)years with a vendor who meets the criteria outlined in this RFP. The exercise of anyoption years will be upon the satisfactory performance and by written consent at theabsolute and sole discretion of the District.2.4.
