NOTICE OF INVITATIONThe City of Scotts Valley (“City”) is requesting Statements of Qualifications (SOQs) from qualified firms toprovide On-Call Professional Consulting Services in the disciplines of Arborist, Architectural,Geotechnical, and Surveying. The selected firms will support the City on an as-needed basis withtechnical expertise, project review, analysis, and related professional services. The intent of this RFQ isto establish a list of pre-qualified consultants able to provide timely, high-quality services that meet theCity’s operational needs, regulatory requirements, and project standards.Interested firms shall submit one electronic copy in PDF format.Submissions will be accepted via email only.Please email your submission to: ronchi@scottsvalley.govNo submission will be accepted by oral communication, telephone, or facsimile transmission. Proposalsmay be withdrawn prior to the time set for closing. Postmarks will not be accepted. Any proposalreceived after the time set for closing will be rejected.II. INTRODUCTIONThe City is requesting SOQs from qualified consulting firms (“Consultant”) to provide On-CallProfessional Consulting Services in the Arborist, Architectural, Geotechnical, and Surveying servicecategories. The purpose of this RFQ is to evaluate each firm’s specific qualifications, experience, andcapacity to provide high-quality professional services to support the City’s Engineering Division.On-call services are structured to support the programming, design, and construction of projects withinthe Engineering Division. Such projects may include planning, design, and other professional consultingservices related to master plans, buildings, facilities, and public infrastructure (including streets,sidewalks, utilities, and related improvements). This RFQ does not authorize construction, constructionmanagement, or public works contracting services, which shall be procured separately in accordancewith applicable competitive bidding requirements. Work shall be requested by the City on an as-neededbasis and compensated in accordance with an approved rate schedule.Candidates may apply for one or multiple on-call service categories, depending on their firm’s expertise.A separate proposal must be submitted for each category, and the City may select and executeagreements with multiple firms.The City expects Consultants to provide sufficient, readily available resources in the form of trainedpersonnel, technical support, specialized subconsultants, and financial stability to carry out assignedwork without delay or shortcomings. Selected firms will be required to perform work in accordance withthe City’s standard Agreement for Services. All contracts are subject to approval by the Scotts Valley CityCouncil or City Manager, as applicable and in accordance with the City’s contracting authority, and theCity reserves the right, at its sole discretion, to not award a contract.III. BACKGROUNDThe City is a full-service municipality located in northern Santa Cruz County, nestled in the redwoods ofthe Santa Cruz Mountains. Situated approximately 6 miles north of Santa Cruz, 30 miles southwest ofSan José, and 68 miles south of San Francisco, the City is known for its natural setting, proximity toSilicon Valley, and small-town character.Scotts Valley has a population of approximately 12,000 residents and covers an area of roughly 4.6square miles. The City provides a range of municipal services including police, public works, planning,building, recreation, wastewater treatment, and general government services. The Engineering Divisionis responsible for the planning, design, construction, and maintenance of public infrastructure, includingstreets, sidewalks, stormwater systems, wastewater utilities, traffic systems, parks, and City facilities.The City frequently undertakes capital improvement projects of varying scales- ranging from smallmaintenance and repair efforts to larger facility upgrades and infrastructure improvements. To supportthis work, the City maintains on-call contracts with qualified consultants who can provide timelytechnical expertise and supplement staff capacity as project needs arise.IV. SCOPE OF SERVICESThe following list represents a general outline of potential tasks by on-call service category. This list isnot exhaustive; additional assignments may arise based on project needs, regulatory requirements, orstaff requests within the applicable area of expertise.Arborist Services• Certified Arborist Reports• Tree protection requirements, including Construction Protection Plans• Tree health assessments and hazard evaluations• Replacement tree selection and planting recommendations• Assistance with development review and compliance with municipal code requirements• Expert consultation during construction or site workArchitectural Services• Preparation of conceptual design plans, including presentation materials and renderings• Master planning and feasibility studies (site studies, reports, plans, etc.)• Historic building preservation and restoration consulting• Building program development and space needs analysis• Interior design support• Preparation of architectural design drawings and specifications• Public meeting presentations and stakeholder engagement• Building permit application assistance• Construction administration (contract compliance, RFIs, submittals, etc.)Geotechnical Services• Geotechnical investigations and reports for City capital projects, including roadways, retainingstructures, drainage improvements, and parks• Pavement evaluations, rehabilitation recommendations, and pavement design sections for localstreets and collector roadways• Geologic hazard assessments, including slope stability evaluations, landslide investigations, andmitigation recommendations• Foundation recommendations for structures, utility vaults, retaining walls, and municipal facilities• Subsurface exploration using borings, test pits, cone penetration testing (CPT), and geophysicalmethods• Soil classification, laboratory testing, and engineering analysis to support design• Infiltration testing and hydrologic soil assessments for stormwater design and compliance withregional stormwater requirements• Geotechnical review of development applications, grading plans, and drainage studies forconformance with City standards• Construction observation and testing services, including compaction testing, backfill verification,and ground improvement inspections• Support during emergency response events (e.g., slides, roadway failures, culvert washouts) toprovide rapid geotechnical assessment and recommendations• Preparation of technical memos, addendums, and plan review comments to support City staff• Expert consultation for regulatory coordination, including FEMA, RWQCB, CalRecycle, and StateFire Marshal review where applicable• Recommendations for grading, earthwork, shoring, temporary slopes, and dewatering as neededfor capital and private development projects• Assistance to Public Works staff on long-term slope stability, erosion control, hillside drainage, andgeologic risk reduction effortsSurveying Services• Boundary surveys, ALTA/NSPS land title surveys, and parcel mapping• Topographic surveys for design, planning, and capital project development• Construction staking and layout for public works projects• Preparation of plats, legal descriptions, and exhibits for easements, right-of-way, anddedications• As-built surveys and preparation of record drawings• Utility locating surveys and field verification of existing conditions• Horizontal and vertical control establishment• GIS-compatible data collection, mapping, and integration support• Support for subdivision maps, lot line adjustments, and annexation documents• Surveying services in compliance with the California Land Surveyors Act and applicable industrystandardsV. SUBMITTAL REQUIREMENTSSubmittals must clearly demonstrate an understanding of the City’s objectives. Developing theproposal is the consultant’s responsibility and the City shall not bear any costs associated with itspreparation. The proposal shall be limited to 25 pages (double-sided sheets will count towards thistotal). Resumes may be attached in an appendix and are exempted from the page limit. Theproposal should not include unnecessary promotional material, and should be brief, precise, andorganized as follows:1. Front Cover- Identify the on-call service category the proposal pertains to.2. Cover Letter – Summarize the firm’s interest, understanding, and key qualifications.3. Statement of Qualifications – Firm overview, resumes of key personnel, and descriptions ofqualifications for the on-call service per the listing in the Scope of Work section.4. Technical Approach and Scope of Work – A detailed list of projects demonstrating your firm’sexperience for the on-call service category proposed (maximum of 10 project examples.)5. Cost Proposal – Provide detailed labor categories, hourly rates for key personnel (rates shall berenewed on a yearly basis pursuant to the San Francisco Bay Area Consumer Price Index andshall not exceed 5%.)6. References– List up to five (5) people whom City staff may contact for references regarding pastperformance of the firm, including name, email and phone number.VI. SELECTION PROCESSProposals will be evaluated based on the Consultant’s demonstrated qualifications, experience,understanding of the requested services, proposed staffing, and overall responsiveness to this RFQ.Pricing, relevant project experience, and the quality of past performance with the City (if applicable) willalso be considered.The City may conduct interviews, request additional information, or seek clarification from any firm duringthe evaluation process. The City may also verify qualifications and past performance through referencechecks or review of publicly available information.The City will select the firms that, in its sole judgment, are best qualified to provide on-call services in eachcategory. The City reserves the right to select multiple firms, to reject any or all proposals, or to waiveinformalities or irregularities in the proposals received.
