BID SUMMARY

Commodity/Service Being Requested:  Permitting Software for accepting, tracking and issuance of permits, licensing and other Jackson County Health Department (JCHD) Environmental Health Division related work activities.

Type of Solicitation:  Request for Proposals - It is the intention of Jackson County to bid and award a Master Agreement to a contractor for the initial purchase and installation of a software package to service all Environmental Health program areas including support of the Type II Water Supply program. In addition, the ongoing licensing and/or maintenance costs shall be included within the provided bid package. Jackson County Environmental Health Division is currently looking for a vendor with local technical service agents and a proven history of support and maintenance for their software product.

The vendor should have extensive and proven experience working with other local health department Environmental

Health Divisions in planning, document and form creation, installing and servicing of their software to provide a functioning and efficient workplace product. .

Type of Resulting Contract:  Statewide Cooperative Contract - As a result of this RFP, Jackson County will work with the Michigan Association of Counties CoPro+ program to market and extend the resulting contract to other government municipalities throughout the State of Michigan.  The firm will be competitively selected as having been qualified as defined within the qualification section of this RFP.  The contract will enable public municipalities to “piggyback” and purchase inmate medical services through this competitive process.

Resulting Contract Term:  Initial Software Package purchase, installation/implementation of product  and ongoing yearly licensing/maintenance fees.

Release of RFP: January 10, 2025

Proposers Questions Due: January 22, 2025

Questions and Answers Posted: January 29, 2025

Proposals Due by (5:00 pm/ EST) *: February 7, 2025

Evaluation/Clarifications/Negotiations: February 28, 2025

Notice to Award: March 5, 2025

Master Agreement Award Date: March 19, 2025

*Any response received later than the specified deadline will be disqualified.

Final Agreement Award Determination:  Jackson County reserves the right to make one total award, one award for each section, multiple awards, or a combination of awards, and to exercise its judgment concerning the selection of one or more proposals, the terms of any resultant agreement(s), and the determination of which, if any, proposal(s) best serves the interests of Jackson County
