Page 23All additional supplemental information requested in the RFP and/or Bid FormRFP NUMBER 2604-SWStormwater Pump Station Inspection,Repair, and Replacement ProjectBID DUE DATE: DECEMBER 11, 2025 AT 2:30 PMNOTICE IS HEREBY GIVEN that sealed quotes will be received by the City of Dade City (City)until 2:30 PM, Local Time, December 11, 2025 for the Stormwater Pump Station Inspection,Repair, and Replacement Project.Brief Description: The City seeks a qualified contractor to provide inspection, assessment,repair, and replacement services for the stormwater pump station located at 14820 CitrusCounty Drive, Dade City FL 33525. The station includes two (2) short-set turbine pumps withelectric motors and a single control panel that operates both pumps. The work includesensuring operational reliability, identifying deficiencies, performing repairs or replacements asneeded, and restoring full functionality.Scope of WorkContractor shall perform the following tasks, at minimum:A. Pump Inspection and Assessment• Remove the two turbine pumps and motors and transport to an approved facility forteardown and detailed assessment.• Inspect pump components including: engine/motor, impeller, shaft, bearings, stuffing boxes,bowls, seals, and couplings.• Provide written findings, including recommendations for repair, replacement, or re-use ofcomponents.• Advise City if some components do not need replacement to adjust schedule and cost.B. Control Panel Replacement• Remove all existing control wires, panel, conduit, floats, generator receptacles, switches,mounting hardware, and miscellaneous items.• Install new DEP-compliant control panel (model [insert approved equivalent]) with allmounting hardware, new wiring, conduit, and restraints.• Rewire all pumps, floats, and alarm circuits to the new panel, ensuring proper operation ofall internal components.• Conduct startup, calibration, and testing to ensure proper functionality.• Note: Bypass pumping will only be required for the short 4-day window when both pumpsare offline for panel installation. For all other work, one pump must remain online to maintainstormwater flow.C. Functional Testing• Operate all pumps under load or simulated conditions to verify flow, head, vibration, motorperformance, control panel operation, alarms, and proper integration.• Document test results and provide baseline data for future reference.D. Parts and Materials• Provide all labor, equipment, and materials required for inspection, repair, and replacement,including:o Replacement motors (e.g., North American Electric Motors, 40HP, 460V, 3-phase)o Pump components (shafts, impellers, bearings, bowls, seals)o Control panel components (circuit breakers, phase monitor, lightning arrestor, alternatorrelay, HO-A switches, LED indicators, non-resettable timers, battery backup alarms, wirechannels)o Miscellaneous installation materials (Unistrut, wiring, conduit, junction boxes, fasteners,supports, etc.)E. Timeline and Seasonal Work Window• All work shall be performed during the dry season (November through May) to minimizeimpact on stormwater operations.• Only one pump may be taken offline at a time, ensuring at least one pump remains fullyoperational.• Bypass pumping is only required for the 4-day period when both pumps are offline forcontrol panel replacement. Contractor shall coordinate scheduling with City staff to minimizedisruption and maintain system functionality.F. Documentation and Reporting• Provide detailed reports of all inspections, tests, repairs, and replacements.• Include photographs, as-built diagrams, wiring schematics, and recommended maintenanceplan.• Provide warranty information for replaced components.Standards and Compliance• All work must meet NEC, NFPA, OSHA, DEP, and City/County standards.• Contractor responsible for obtaining necessary permits and inspections.• Work must comply with manufacturer specifications for all pumps, motors, and controlequipment.Schedule and Deliverables• Inspection, teardown, and assessment of pumps: 2 weeks• Control panel removal and replacement (including 4-day bypass window): 1 week• Full repair/replacement completion and testing: 8-10 weeks• Contractor to provide weekly progress updates and final written report with as-builtdocumentation.Safety and Site Controls• Maintain site safety, barricades, and traffic control per MUTCD or local standards.• Follow proper lock-out/tag-out and confined-space protocols.• Coordinate crane and heavy equipment operations safely.Cost Proposal Requirements• Submit detailed cost proposal including labor, materials, mobilization/demobilization, crane,limited bypass pumping (4-day window), freight, and contingency.• Provide unit pricing for any additional or unforeseen repairs.Acceptance Criteria• Work will be accepted when all pumps and control systems are operational, tested underload, alarms functional, and all documentation delivered.PART I GENERAL INFORMATION1.1. PURPOSEThe City of Dade City is seeking qualified firms and to establish a firm fixed price to ensure thatthe City is always receiving the most economical service costs while maximizing the qualityand level of service. A contract/agreement resulting from this RFP shall be subject to the termsand conditions set forth in a City Contract and any terms and conditions included in this RFP.The City reserves the right to include in any contract document such terms and conditions, asit deems necessary for the proper protection of the rights of the City. The City will not beobligated to sign any contracts, agreements or other documents provided by the Contractor(s)with their submittal.1.2. OBJECTIVEThe primary objective of the Request for Proposals (RFP) is the selection and ranking of themost qualified and experienced proposer in providing services.1.3. ISSUING OFFICEThe contracting agency shall be the City of Dade City, located at 38020 Meridian Avenue,Dade City, FL 33525.1.4. REJECTIONThe City reserves the right to accept or reject any or all proposals or to waive any informality,existing in any proposal, or to accept the proposal which best serves the interest and intent ofthis project from the most responsive and responsible proposer.A.
