Request for Qualifications # 6806Architectural/Engineering ServicesThe Guilford County Board of Education seeks to select individuals or firms experienced in the designof educational facilities to provide architectural/engineering services for proposed abatement anddemolition of the Former Peck Elementary School located at 1601 West Florida St., Greensboro, NC27403. The scope of work will include all services necessary to abate and demolish all facilities aboveand below groundPlease provide two (2) hard copies and one (1) electronic copy in Adobe PDF on flash drive of theRFQ submission no later than 2:00 pm on January 27, 2026. The Board may determine in its sole andabsolute discretion whether to accept any responses that are not received by the date and time set forthin this paragraph. RFQ submissions may not be submitted via facsimile machine. Respondents shouldallow sufficient delivery time to ensure timely receipt. Failure to provide all the requested information orotherwise comply with these provisions may disqualify a response. All questions or requests for information regarding this RFQ should be submitted inwriting by email to: Velicia Moore at gaddyv@gcsnc.com no later than 12:00 noon on January 19, 2026.All responses to questions or requests received by this deadline will be posted online at:http://purchasing.gcsnc.com/BidCurrent/PurchasingQuoteList.aspx by January 20, 2026 Late requestswill not receive a response.SECTION 1: OWNER DESCRIPTION1.1 GeneralGuilford County Schools (GCS) is seeking Design-Build services to design abatement and erosioncontrols for the demolition of all capital improvements at the location and of the type(s) describedherein. This project may include demolition of all above and below ground structures andutilities.GCS is the third-largest district in North Carolina, serving 68,000 students across 120 schools inurban, suburban and rural areas. Because we are a larger district, we are able to offeropportunities that smaller districts, charter and private schools just can't. Our mission is thatGuilford County students will graduate as responsible citizens prepared to succeed in highereducation, or in the career of their choice.1.2 Funding/AuthorityFunding for this project is provided by the 2020 Bond Referendum passed by Guilford CountyResidents.1.3 Procurement WebsiteThe full RFQ document, addenda, clarifications, and all other related information will be posted onthe GCS’s website at GCS Online (gcsnc.com). Each Respondent is responsible for checkingthe website to obtain the latest information.SECTION 2: OVERVIEW OF PROJECT2.1 GeneralGCS is seeking to award a contract to provide design services for the, abatement and demolitionof the Former Peck Elementary School Demolition project. The scope shall include theconstruction of a play field area appropriate for elementary school children, including at aminimum portable soccer goals and a walking track. This project will be assigned to the designfirm based on their qualifications for that type of work. The delivery method shall be a singleprime contractor to include abatement and demolition. Air monitoring during abatement will beprovided by the Owner under separate contract within the same overall budgetary limits.2.2 Project ObjectivesThe overall project objective is to abate and demolish the Former Peck ElementarySchool.1. Demolish all above and below ground structures, surfaces, USTs, and utilities in accordancewith all laws and regulations pertaining to all such demolition activities.2. Obtain all permits and reviews that may be required of all AHJ, including but not limited toCOG, NCDPI, NCDEQ, NCHHCU, etc.3. Asbestos abatement, grading, and erosion control design by accredited professional(s)4. Upon completion, all excavations shall be filled in and the surface fine graded smooth andeven, stabilized with seed and mulch including any additional plantings as may be required byAHJ.5. Ensure all required record keeping of abatement activities including but not limited to chain ofcustody documentation of all regulated hazardous materials are retained and submitted toappropriate AHJ.6. Work to minimize any scheduling, budgeting, and operational impacts to the Owner throughclose coordination and timely communication with the Owner, subcontractors, consultants,vendors, and its customers.7. Design the process based on current GCS Design Guidelines and close GCS involvementthrough the various stages of design regarding building specifications and operationalrequirements.8. Provide up-to-date documentation on any requested and agreed upon program requirements fromGCS9. Endeavor to ensure no changes are made during construction.10. Endeavor to complete the project on time and within the GCS’s budget and optimize lifecyclecosts with initialcapital costs.a. Provide a project that reliably meets or exceeds all regulatory and permittingrequirements.b. Provide a project that supports the GCS’s energy & sustainability goals throughinnovative and practical technologies, processes, or practices that take into account theGCS’s targets such as the Energy and Natural Resource Conservation and ManagementPolicy. But, we as a district strive to have facilities that use zero-carbon sources andLEED principles for buildings. Provide seamless transition of capital improvements to GCS’s operations andmaintenance team.2.3 Scope of WorkProject Work ScopeThe Designer will work with the GCS Planning, Design and Construction division to determine thefinal scope and budget to meet the goals of GCS for the Project. The Designer will provide theresources and staff to deliver the final project that will include, but not be limited to:a. Project Planning and Preliminary Design - The Designer will provide resources needed toprovide and establish preliminary scopes of work, budgets and schedules. The Designer isexpected to work with GCS staff to revise scopes in order to match project budgets asneeded.b. Permitting –The Designer will provide the expertise and resources to manage all permittingrequired and work with GCS and the regulatory agencies to successfully obtain all requiredreviews, permits, and approvals.c. Public Communication – The Project has the potential to be a high-profile project for GCSand the Designer will be an integral part of the established communications plan. The Ownerwill have the lead role in the communication plan with the designer providing technical inputfor information and technical graphics relative to their specific scope.d. Detailed Design - The Designer will provide the resources and expertise to complete the designthat meets or exceeds all regulatory requirements, operations, and maintenance goals of theProjecte. Cost Estimating – Budget is critical on the Project, and the Designer will be expected to costestimating at each phase of design such that development of the final GMP proceedseamlessly.f. The designer will coordinate and assist in the solicitation, bidding and procurement of a singleprime contractor delivery method.g. Construction - Provide excellent construction expertise, management, and resources to complete theproject safely, on schedule, and within budget.h. Project Schedule - The Designer is expected to start immediately on designing and budgetingthe Project in order to bring it into service as quickly as possible.2.4 Estimated BudgetThe estimated Cost of Work for the Former Peck Elementary School Abatement/Demolition is$1,000,000.00 inclusive of Design, Construction, and Contingency. The Design-Build program willprovide services within this program as determined by GCS priorities. Material must be in 8-1/2 x 11-inch format. Submittals shall include divider tabs labeled with the boldfaced headers below, e.g., the first tabwould be entitled “Letter of Interest”, the second tab “Firm Information,” etc. Double-sided printing is encouraged.Provide three (3) original and (1) electronic copy of their response in Adobe PDF format. Submittals shall includethe following information: sections should be placed in order and identified as detailed below:I. Letter of InterestSubmit a letter of interest, including a brief description of the firm’s overall qualifications to perform the worksuccessfully. This letter should introduce the firm (team) or individual and must be signed by a representative ofthe firm with authorization to sign contracts.If submitting as a team (company), note which team member is the prime consultant or lead joint venture partner,or if it will be a prime-sub consultant(s) contractual relationship.Identify the primary contact person for your firm (team).II. Firm InformationThis section must include the name of the firm, address, telephone number, fax number, email address, homepage URL, type of firm (e.g., corporation), and North Carolina business license number. Provide a brief history ofthe firm including the year the firm was established as presently organized. Include total number of staff by jobcategory, and registration. Include a company profile that lists the primary services (disciplines) offered. Identifythe office location responsible for implementing services provided to GCS.III. Sub-ConsultantsProvide an organizational chart showing the relationship between team members. Describe firm information foreach sub-consultant including a company profile, contact information, years in business, number of employees,and location of the sub-consultant office that will be responsible for the implementation of services provided toGCS.IV. ResumesIdentify the key personnel you anticipate working on the project(s); provide resumes outlining area(s) of expertise,role on projects, number of years employed by firm along with total years of direct experience, and professionallicensing information. Experience while employed at another firm must be clearly identified. Resumes shouldrepresent projects conducted during the last 5 years.V. Project ExperienceProvide a comprehensive list of school projects your firm has worked on, indicating services provided. Projectexamples should be recently completed facilities related to these projects and must represent the type ofapproach and quality of work you anticipate completing for GCS. To be used as references, list at least five schoolprojects including:
