Introduction
The County of San Diego is seeking proposals from firms interested in providing enterprise resource
planning (ERP) software-as-a-service (SaaS) and system integrator (SI) services (“Offerors”). The
County intends to replace its current systems—including Oracle E-Business Suite (Financials),
Oracle PeopleSoft (Human Resources/Payroll), UKG (Timekeeping), Oracle Fusion Middleware
(Integrations), Oracle Business Intelligence (Data Analytics), Oracle Essbase [used for Annual
Comprehensive Financial Reports (ACFR), Counties Financial Transaction Reporting (CFTR), and
Local Government Fiscal Affairs (LGFA)], and NeoGov (recruiting, applicant tracking, and
onboarding)—with a single, integrated SaaS solution. This initiative, hereinafter referred to as ERP
Replatform Program, aims to implement a modern solution that meets the County’s operational needs
and strategic objectives while eliminating the need for costly and time-consuming system upgrades.
EXECUTIVE SUMMARY
County Background
The County of San Diego (County) employs approximately 20,000 individuals in a variety of positions. The
Enterprise Resource Planning (ERP) systems migrated from the mainframe around 2005 and has been on the
current commercially-off-the-self software to present time. County financials, human capital management, and
timekeeping are on different solutions that are tightly integrated and upgraded regularly. The upgrades are
complex, time consuming, costly and always adds high risk to critical systems projects. The County seeks for
a system integrator (Contractor) to provide a single solution to eliminate integration challenges; SaaS solution
to eliminate complex upgrades; intuitive to use for employee ease of use.
In 1999, the County decided to outsource the provision of all Information Technology Services. The County is
fully outsourced and the IT Outsourcing (ITO) Vendor, currently Peraton, manages and supports all the
technical aspects of the ERP applications which include, but are not limited to, the database, hardware
infrastructure, architecture, programming, development, break fix issues, and other operational-related items.
The County’s current Outsourcing Provider is Peraton. Peraton will play a key role in the ERP Program as the
Peraton team will need to assist in the implementations and own operational support after the program is in
production. Peraton is also currently supporting and developing for the County’s ERP systems today. The
County will maintain a separate service request/contract with Peraton for certain services related to this
initiative. In the response to this RFP, it is incumbent on the offeror to identify those tasks that it expects
Peraton to perform under the County’s service request – and for which the cost is not, therefore, included in the
firm fixed price. Anything excluded or not mentioned will be included in-scope as part of the firm fixed price
from the Contractor to avoid any confusion or assumption not stated.

County Organization Chart
As identified below, the County is organized into four core business groups. Each department is assigned to
one of these four groups depending upon the nature of the services provided. The four groups, presented in the
figure below, are Public Safety Group, Land Use Environmental Group, Finance and General Government, and
Health and Human Services Agency.
County Departments
This ERP program will impact all 50+ County departments, presented in County Organization Chart above
because they all use ERP applications. The Auditor and Controller Department (A&C) owns and manages the
Oracle E-Business Suite, PeopleSoft payroll, UKG Timekeeping, Oracle Data Warehouse, Essbase and Oracle
Fusion Middleware. The Department of Human Resources (DHR) owns the PeopleSoft Human Capital
Management; and the Department of Purchasing and Contracting (P&C) owns the Purchasing Module of EBS.
In addition to the 50+ County departments there are some entities and departments that are supported and use
the County ERPs in a different manner. The Sheriff and District Attorney use the County ERPs but manage

their own information technology which means they access the systems using their own federated credentials
from a different domain. There are also entities we refer to as external entities, which we support and manage
various financials for them such as school districts. There is also San Diego County Employee Retirement
Associate (SDCERA) which are County employees but considered a completely different entity with its own
CEO and Board. Within the departments are also “departments” but are independent entities such as Air
Pollution Control District (APCD) which is state managed but we provide their financial and human resources
support. It is important to understand all the variations and differences as they are different users and ways, we
need to control access and roles for each system.
The County Technology Office (CTO) is a department that provides overall strategic direction and
management of Information Technology, including the management of the County’s contract with Peraton.
The CTO also oversees all the major IT programs, projects, and initiatives which include this ERP Program
specifically. The teams are primarily located at the County Administration Center and County Operation
Center, which include teleworking employees.
ERP BACKGROUND
ERP Program Background
The County currently has EBS version 12.2.11 that was upgraded November 2023. PeopleSoft was upgraded
to 19.21 in May 2023. UKG was also upgraded May 2022. Majority of tools are upgraded and on current
versions to maintain support to date.
ERP Environment
The major components of the current ERP environment in-scope to be replaced are:
Oracle enterprise-business (EBS) financials
CAOSYS
Oracle Enterprise Performance Management (EPM, a.k.a. Essbase)
Oracle fusion middleware (FMW)
PeopleSoft human capital management (HCM) and payroll
NeoGov 0n-boarding
UKG (Kronos) timekeeping
Oracle business intelligence enterprise edition (OBIEE) data warehouse
The ERP environment in scope, currently consists of 80+ servers and terabytes of information. The County’s
production environment for ERP applications are hosted in Tulsa, Oklahoma. The development, test, and user
acceptance environments are also in Tulsa, Oklahoma. The server farms are hosted by Peraton. The
applications developer and database administrators are in San Diego for the most part and work on the
applications from the San Diego location.
