General InformationThe City of Monticello (City) is requesting proposals from qualified firms for an insuranceagent to manage the city’s property/casualty and related coverage. The city expects to select an agentwho will serve the city for a three-year period beginning in 2026 with an option to continue.To be considered, send an electronic proposal to the Finance Director atsarah.rathlisberger@monticellomn.gov no later than 4:00pm on Friday, February 27, 2026.Proposers are solely responsible for delivering their proposals to the city before thedeadline. Any proposal received after the deadline will not be considered.The City reserves the right without prejudice to reject any or all proposals submitted. Duringthe evaluation process, the City reserves the right, where it may serve the City’s best interest,to request additional information or clarifications from proposers, or to allow corrections oferrors or omissions. Firms may be requested to make oral presentations to the city as part ofthe final evaluation process.There is no expressed or implied obligation for the City to reimburse responding firms for anyexpenses incurred in preparing proposals in response to this request. The City of Monticelloshall not be liable for any expenses incurred by the applicant including but not limited toexpenses associated with the preparation of the proposal, attendance at presentations,preparation of a compensation schedule or final agreement negotiations.The City reserves the right to retain all proposals submitted and to use any ideas in a proposalregardless of whether that proposal is selected. Submission of a proposal indicates acceptanceby the firm of the conditions contained in this request for proposals, unless clearly andspecifically noted in the proposal submitted.B. Term of EngagementA 3-year agreement with an option to continue is proposed, subject to an annual review by thecity. It is anticipated the city will request proposals every 3-5 years. In the event ofunsatisfactory performance, or when in the best interest of the city, proposals may be solicitedbefore the end of the 3-year period.C. SubcontractingNo subcontracting will be allowed without the express prior written consent of the City.II. DESCRIPTION OF THE CITY OF MONTICELLOThe City of Monticello was organized as a municipality in 1856. Monticello is located approximately45 miles northwest of the Minneapolis-St. Paul metropolitan area along the I-94 corridor in WrightCounty. Monticello's population is estimated at 15,464 and the city encompasses an area ofapproximately 9 square miles.The city is categorized as a 501(a) entity by IRS Code and operates under the “Optional Plan A”form of government as defined in Minnesota Statutes. Under this plan, the government of the cityis directed by a city council composed of an elected mayor and four elected city council members.The city council exercises legislative authority and determines all matters of policy. The city councilappoints personnel responsible for the proper administration of all affairs relating to the city.Council members serve four-year terms, with two members elected every two years. The mayor iselected for a two-year term. The mayor and members of the city council are elected at large.3III. NATURE OF SERVICES REQUIREDA. Scope of Work to be Performed1. Advise and assist the City in assembling and accurately reporting underwriting data,including updating property values, for rating purposes.2. Advise and assist the city in evaluating and selecting among coverage alternatives such asdeductibles, limits, optional coverages, alternative coverage forms, etc.3. Assist in managing, tracking, and ensuring coverage is secured for insurable assets, such asbuildings, mobile property, and automobiles.4. Coordinate the gathering of information needed to complete the renewal application andassist in completing the renewal application.5. Provide assistance with questions about coverage and premium calculations.6. Assist in ensuring contractual insurance requirements are being met.7. Review coverage documents and invoices to ensure coverage has been correctly issuedand billed.8. Advise the City on potential gaps or overlaps in coverages.9. Assist the City as requested in submitting claims and interpreting coverage as applied toparticular claims.10. Assist with the LMCIT appraisal process.11. Assist in managing and securing certificates of insurance.12. Other responsibilities as requested by the city.B. Additional ServicesAdditional services are not anticipated but can be performed as allowed and desired uponmutual consent and agreement of compensation between the City and selected firm.IV. PROPOSAL REQUIREMENTSA. InquiriesAll inquiries, responses, questions, and correspondence should be directed to SarahRathlisberger. The identity of each person who will be supplying services to the city and adescription of his or her experience and the insurance licenses he or she holds.2. A brief history of the agency, including but not limited to size, specialty areas, and adescription of the firm’s experience working with municipal clients.3. The name and telephone number of three client references.4. A description of any conflicts or potential or perceived conflicts of interest that wouldarise from providing services to the city.45. A detailed description of any and all commissions, fees, costs, expenses, and othercharges being proposed.6. A description of the amount and type of errors and omissions coverage carried by theagency.The proposal should not contain non-applicable promotional materials and should includeonly that information that is intended to address the information requested in the RFP.V. EVALUATION PROCEDURESA. Evaluation CriteriaProposals will be evaluated on technical expertise and experience, service capabilities, andcost-effectiveness.Fees should be provided by item and rate as applicable and should equal the total all-inclusivemaximum price proposed. A description of the proposer’s billing process should be included.Cost will not be the only factor the review committee will use to evaluate proposing firms.B. Oral PresentationsDuring the evaluation process, the City may, at its discretion, request any or all firms to makeoral presentations. Such presentations will provide firms with an opportunity to answer anyquestions the city may have regarding a firm’s proposal. Not all firms may be asked to makesuch oral presentations.C. Final SelectionThe City intends to select a firm based upon the recommendation of City staff. It is anticipatedformal approval from the Council will not be required.D. Right to Reject ProposalsSubmission of a proposal indicates acceptance by the firm of the conditions contained in thisrequest for proposal unless clearly and specifically noted in the proposal submitted andconfirmed in the contract between the City and the firm selected. As noted earlier, the Cityreserves the right to reject any and all proposals, waive all technicalities and accept anyproposal deemed to be in the city’s best interest.5
