REQUEST FOR QUALIFICATIONS (RFQ)

Project: CDBG Engineering/Architectural Services
Owner: Newport Borough, Perry County, PA
Funding Source: Community Development Block Grant (CDBG) Program
Administrator: SEDA-Council of Governments (SEDA-COG)

Overview

Newport Borough is soliciting Statements of Qualifications for professional engineering or architectural services related to a CDBG-funded project. Services may include design, permitting, bidding, and construction oversight.

Submission Details

• Deadline: September 19, 2025, at 2:00 PM

• Format: One (1) original and three (3) copies of the proposal

• Envelope Marking: Clearly marked “Newport Borough CDBG Project – RFQ”

Services Requested

• Preliminary engineering/architectural studies

• Design and cost estimating

• Preparation of construction documents

• Bidding assistance

• Construction administration and inspection

• Compliance with all applicable CDBG regulations and federal requirements

Proposal Requirements

Statements of Qualifications must include:

1. Firm name, address, and contact information

2. General description of firm (including size, capabilities, and areas of expertise)

3. Resumes of key staff assigned to the project

4. Relevant project experience (especially CDBG-funded projects)

5. References from similar projects

6. Documentation of MBE/WBE and Section 3 business participation efforts

Evaluation Criteria

Proposals will be evaluated based on:

• Experience with CDBG-funded projects

• Qualifications and availability of personnel

• Past performance and references

• Capacity to complete work in a timely manner

• Evidence of efforts to solicit and utilize MBE/WBE/Section 3 firms

Contract Requirements

• All work must comply with CDBG regulations and federal requirements, including:

  • Davis-Bacon wage rates

  • Section 3 participation goals

  • Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) goals

• Selected firm must maintain adequate insurance coverage and provide proof prior to contract execution

Reservation of Rights

Newport Borough reserves the right to:

• Reject any or all submissions

• Waive informalities

• Negotiate with selected firm
