Category: Planning & Building Status: Open Additional Status Information: Approx. $2.6M for development of multifamily rental housing in the unincorporated areas of the Count Bid Recipient: County of Humboldt Housing & Grants Division Description: NOTICE IS HEREBY GIVEN that the County of Humboldt Planning & Building Department is soliciting proposals for construction of multifamily affordable housing in the unincorporated area of Humboldt County, California. This project will utilize a combination of funds from the American Rescue Plan Act, Local Housing Trust Fund and Permanent Local Housing Allocation.
Interested parties may download the RFP at: https://humboldtgov.org/Bids or pick up a copy of the RFP from the Department, at 3015 H Street, Eureka, between 8:30 a.m. and 2:00 p.m. Mon-Thurs. The RFP provides specific information about the scope of services, submissions requirements, evaluation criteria and selection procedures. Minimum and Maximum Project Size. Projects must have at least 8 residential rental units. There is no maximum project size.
B. Mixed-use projects. Projects that include three or more uses, with two uses other than residential rental, are NOT eligible.C. Combination Projects. Projects that include two uses, one other than residential rental, will be considered on a case-by-case basis.
D. Maximum Award. The maximum award is two million seven hundred fifty thousand four hundred eighty dollars ($2,750,480). Smaller awards may be given to multiple applicants if applications are under the maximum funding amount.
E. Leverage Requirement. None; although applicants are encouraged to provide evidence of additional funding ensuring project completion.

Proposals must be received no later than 5:00 p.m. on November 27th, 2024.Miscellaneous: PRE-PROPOSAL MEETING: There will be a pre-proposal meeting on October 24, 2024 at 9:00 a.m. at 3015 H Street Conference Room. Proposers attending the pre-proposal meeting may ask questions or seek clarification regarding this RFP.
Questions or clarifications regarding this RFP may also be submitted in writing or by email to: PLBL_Grants@co.humboldt.ca.us or by mail to the address above no later than November 27th, 2024 at 5:00 p.m. No phone inquiries will be accepted. Any questions received after this deadline will be disregarded. Any questions received by the department shall be answered via an Addendum to this RFP, which will be circulated and posted at the website above.
The department reserves the right to cancel this solicitation, reject any or all submissions, with or without cause, waive technical errors and informalities, and to accept any proposal from a proposer which is qualified and best serves the interests of or represents the best value to the County of Humboldt.
