The project includes rehabilitation of the existing sanitary sewer through CIPPlining, point repairs, and the replacement of the sanitary sewer manholes. Where CIPPlining is not feasible, select segments will be reconstructed through full excavation andpipe replacement.The work is located in Newark, Delaware between Walther Road and Route 7.Sealed bids addressed to the New Castle County Purchasing Division will bereceived by the Purchasing Division, New Castle County Government Center, 87Reads Way, New Castle, DE, 19720, telephone (302)395-5250 until 2:00 p.m.December 16, 2025, when they will be opened and read publicly.Bid envelopes shall carry a clear notation " Abandoned South ChristianaInterceptor Activation Design," Contract 2024-02, Bid 25-2528. Plans andspecifications may be obtained in the William J. Conner Building, 187-A OldChurchmans Road, New Castle, DE, 19720, on and after November 03, 2025 uponpayment of $50.00 (non-refundable.) Digital plans are provided without fee. The bid bond shall be an original document containing original signatures,and original seals shall be attached if the corporate surety and/or bidder havecorporate seals.Awards, if any, will be made to the lowest and best responsible bidder. The Countyreserves the right to reject all bids and to waive minor irregularities. The successfulBidder will be required to give bond of a surety company, acceptable to the County,and licensed to do business in the State of Delaware, in the amount of the contractprice.CONTRACTOR RESPONSIBILITY CERTIFICATIONContractors proposing to submit a bid to New Castle County for a Public Works contract expected toexceed $500,000.00 are required to complete and submit a signed original Contractor ResponsibilityCertification (CRC) form. The New Castle County Department of Public Works, Contracts Officer mustreceive this executed form no later than the advertised deadline for bid submittals. Failure to submitthe form by that time shall result in the County’s inability to consider your bid for award. CRC formssubmitted by facsimile will not be accepted. Bidders are encouraged to submit the form in advance ofthe Bid. Interestedbidders will also be sent a TEAMS meeting invitation for virtual attendance.QUALIFICATIONNew Castle County will only accept bids from contractors qualified with the County in the category“B(a),” Interceptor Sewer. Qualification forms are available from the Public Works Contracts Officer inthe William J. Conner Building, telephone 302-395-5749, 302-395-5751 or 302-395-5727.ALCOHOL & DRUG TESTINGNew Castle County Code, Section 2.05.305 requires contractors and subcontractors who workpursuant to a Public Works contract to implement a mandatory alcohol & drug testing program fortheir employees. Included in the specifications for this project is an affidavit for certifying compliancewith the Code requirements. This affidavit must be executed and submitted with the bid. Failure tosubmit the affidavit by that time shall result in the County’s inability to consider your bid for award.Forms submitted by facsimile will not be accepted.SMALL BUSINESS ENTERPRISE PROGRAMThis contract will be awarded pursuant to New Castle County’s Small Business Enterprise (“SBE”)Program. All bidders must comply with the SBE Program by either (i) satisfying the Project Goalthrough utilization of an SBE to perform work under the contract; or (ii) demonstrate their good faitheffort to obtain SBE participation in the contract. SBE Program forms are available on New CastleCounty’s website and are included in the specification. These forms must be included with your bid.Further information regarding the SBE Program, including guidance for compliance with the ProjectGoal, can be found by contacting the SBE Program Coordinator, Helen Foster, athelen.foster@newcastlede.gov or (302) 395-5198. The SBE participation goal for this contract is 2%.PREVAILING WAGESThe payment of prevailing wages as determined by the State of Delaware Department of Labor to allmechanics and laborers working on the project is required.
