EDWARDS MIDDLE SCHOOL ROOF REPLACEMENT PROJECT RCPS is requesting a bid for the replacement of a portion of the existing roof at Edwards Middle School. Replacement work will require working on an operational facility requiring work only evenings/nights, weekends, and during school system breaks. Work will be permitted to begin once all paperwork is formalized. Pre-qualification is required, refer to the bid advertisement for all pre-qualification and submission of bid requirements.

Sealed Bids will be received from Bidders by Rockdale County Board of Education, at 1062 North

Street, Conyers, Georgia 30012 until 2:30 PM local time on Thursday, December 18, 2025, for the

furnishing of all labor, material, and services necessary for the re-roofing of select sections of the building

for Edwards Middle School in compliance with plans and specifications. Bids will be publicly opened and

read aloud at the time and place stated above. The scope of the project consists of re-roofing select roof

sections of an existing school system facility, an area of approximately 32,500+/- SF. Work includes, but is

not limited to, removal of old roof and installation of a new roof system on an occupied building,

coordination will be required as this is an operating facility and work cannot occur during the normal hours

of the school’s operations.

Bids should be accompanied by a Bid Affidavit to be executed in compliance with Official Code of

Georgia Annotated Section 36-91-21(e). (NO BIDS OTHER THAN HARDCOPIES DELIVERED

BY THE BID DATE AND TIME WILL BE ACCEPTED). No communication devices, i.e.

phones, computers, printers, etc. will be available for use by bidders.

All interested Bidders must submit an AIA Document A305, Contractor’s Qualification Statement, or

similar Pre-Qualification Statement, to both the Engineer and the Owner for evaluation for approval, along

with bid deposit prior to issuing plans and specifications. Note bid deposit of One Hundred Dollars

($100.00) to the Engineer per set is nonrefundable. Bidders who do not submit a Pre-Qualification

Statement will be subject to disqualification. The Pre-Qualification Statement must show the Contractor’s

experience in completing similar size and scope projects, within the same time limits established for this

project, and demonstrated financial capability. Interested bidders must have a physical operational office

within 120 miles of Rockdale County, Georgia. A minimum of two (2) similar Educational/Public School

projects must be documented with appropriate back up data which will be reviewed. At least 3 references

from past clients and projects must be included and will be verified. This Pre-Qualification Statement must

be submitted and received by the office of the Engineer and the Owner no later than 4:00 PM EST on

Monday – December 8, 2025. Failure to meet this deadline will be grounds for disqualification. The Owner

reserves the right to waive any portion of requirements for Contractors with previous experience

performing work for Rockdale County Public Schools.

AS PART OF THE PREQUALIFICATION PROCESS, A MANDATORY PRE-BID

CONFERENCE WILL BE HELD ON TUESDAY – DECEMBER 9, 2025 AT 9:30AM AT THE

FOLLOWING LOCATION:

This pre-bid is being held in conjunction with a pre-bid for Conyers MS as both projects are

the same in scope.

No new Bidders will be added following the Pre-Bid Conference.

Representative shall be Project Manager or Estimator directly responsible for the bidding of this

project. Any bidder may be required, at the discretion of the Owner, to furnish evidence

satisfactory to the Owner that his proposed subcontractors have sufficient means and experience in

the types of work called for, to assure completion of the contract in a satisfactory manner. Failure

to attend the pre-bid conference will result in disqualification. Any Bidder that is disqualified may

respond to the Owner in writing within 20 days of the Notice of Disqualification as to why the

Bidder feels that the disqualification is unfounded. The written appeal from the disqualified

Bidder will not change the decision already made on this project. However, a favorable appeal

may open the way for the Bidder in question to bid future Rockdale County Board of Education

projects.

Contract, if awarded, will be on stipulated lump sum basis. Bids may not be withdrawn for period of

sixty (60) days after the receipt of bids. Bids shall be accompanied by Bid Bond payable to Rockdale

County Board of Education in an amount equal to five percent of the base bid, if the bid is equal to or

greater than $50,000.00. Bid Proposal should also include a Bid Affidavit in accordance with

O.C.G.A. Section 36-91-21(d), a copy of such form can be found in documents; and an E-Verify

statement, also found in documents. NO PERSONAL, COMPANY, OR CASHIER CHECKS

WILL BE ACCEPTED. The Bond shall be executed by a Surety Company licensed to do business

in the State of Georgia, be listed on “Department of Treasury” Circular 570, and have an A.M. Best

Company rating of Minimum Class “A”, with financial size of VI or better. Bid Bond shall be

accompanied by letter stating the company’s current rating. Provide Attorney-In-Fact who executes

required bonds on behalf of surety and attach certified and current copy of his Power of Attorney.

Performance and Payment Bonds, each in an amount equal to 100 percent of contract sum, will be

required of successful Bidder, if the bid is equal or greater than $50,000.00. The Owner’s standard

bond forms for P&P Bonds will be used and they will be provided electronically to successful low

bidder. These Bonds shall be executed by a Surety Company licensed to do business in the State of

Georgia, be listed on “Department of Treasury” Circular 570, and have an A.M. Best Company rating

of Minimum Class “A”, with financial size of VI or better. These Bonds shall also be accompanied by

letter stating the company’s current rating. Provide Attorney-In-Fact who executes required bonds on

behalf of surety and attach certified and current copy of his Power of Attorney. Bonds will be verified

by Owner prior to final execution of contract. This project is being bid and awarded in compliance

with O.C.G.A Title 36 Chapter 91. Any protest of the bid process must be filed with the Office of the

Executive Director of Facilities, 1062 North Street, Conyers, Georgia 30012 no later than 72 hours

prior to the established bid time. Any protest of the bid results must be filed with the Office of the

after the actual time of the bid opening.

Bidding Documents may be obtained by Bidders and Sub-Bidders from Raymond Global, 1035 Green

Street, SE, Suite A, Conyers, Georgia 30094, Mr. Kevin Bonkowski, (kevin.bonkowski@raymond.global),

(770-483-9592), upon receipt of One Hundred Dollars ($100.00) non-refundable per set. Only full sets of

documents will be issued. Bidding documents can be picked up or the bidding documents, including all

drawings and project manuals, will be forwarded shipping charges collect from the Engineer’s office via

Federal Express, Standard Air, as soon as possible if the General Contractor elects to have them shipped, or

any other means agreed to by Engineer. Successful Contractor will be furnished five (5) sets of Contract

Documents for execution of Work. Drawings, specifications, and Addenda are the property of the Engineer

and all documents shall be returned. Forfeiture of deposit does not entitle the depositor to keep the

documents. Copies of Bidding Documents are also posted in the Office of Executive Director of Facilities,

1062 North Street, Conyers, Georgia 30012.

Permitting of this project, if necessary, will be completed by the time Bids are received by the

Owner, and it will be the responsibility of the successful contractor to apply to obtain those

permits from the responsible jurisdictional government. Any required easements or rights of way

have been acquired. Time is of the essence to the Contract performance. The Owner will be

prepared to issue a Notice to Proceed at the Pre-Construction meeting which will be scheduled

after approval of bids by the Board; and provided the low Bidder has submitted all Bonds,

Insurance Forms, and the properly executed Owner/Contractor Agreement. Contractor shall

mobilize within five (5) days of the Notice to Proceed (or at agreed date), but no earlier than

February 1, 2026 (contractor will coordinate an exact on site start date with RCPS based on school

operation). Work must be 100% complete by August 1, 2026.

The above description is an advertisement for the submission of bids which are to be considered as

offers for performance of work by the submitting party. The Owner reserves the right to accept or

reject any or all Bids and to waive technicalities.
