Description:	Furnish riot helmets and extender harnesses in compliance with the specifications provided in this Invitation for Bid (IFB) and deliver to Pennsylvania State Police (PSP) Procurement and Supply warehouse located at 101-A South 38th Street, Harrisburg, PA 17111. Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than April 21, 2026 at 11:00 a.m. All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us The Reciprocal Limitations Requirement Act form (GSPUR-89), Worker Protection and Investment Act form (BOP-2201), and Anti-Sweatshop Certification form (BOP-1302) provided must be completed by an authorized vendor representative and attached with bid submission. ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION.  All bidders are responsible for monitoring the DGS eMarketplace website to view any change notices for this IFB.  The change notices shall become incorporated as part of this bid.  In order to submit a bid response, vendors must be registered.  To register, obtain a vendor number, and to allow for submission of online bid, please visit www.pasupplierportal.state.pa.us

Contract Scope/Overview:

The Pennsylvania State Police (PSP) is issuing this Invitation for Bid (IFB) to procure Busch

AMR-1E Riot Impact Helmets and Busch BP30-4413BK CHE-1 Harness Extenders.

This is a no substitute bid for the products and accessories listed in the specification.

Manufacturer Authorization Letter

If the bidder submitting a response to this IFB and is not the original manufacturer of the equipment

being provided, the bidder must submit a Manufacturers Authorization Letter which clearly states

the bidder is authorized to provide the OEM’s equipment and services required by this IFB. The

Manufacturers Authorization Letter must reference “IFB 6100065819 – PSP Riot Helmets and

Extender Harnesses.” As part of this letter the manufacturer must also acknowledge their

responsibility for any warranty issues for the products and accessories.

Estimated Quantities

This IFB is for 145 Busch AMR-1E Impact Riot Helmets and 145 Busch BP30-4413BK CHE-1

Harness Extenders. All quantities are estimated.
