The City of Glenn Heights will receive Statements of Qualifications for Investment Advisor

Services until January 20, 2026, at 2:00 p.m. Submittals will be received by the Finance

Director located in the City Hall Building at 1938-C S. Hampton Rd, Glenn Heights, Texas,

75154. Mailed or hand delivered submittals shall be plainly marked with the name and address

of the respondent and “RFQ 2025-07, Investor Advisor Services”. Submittals received after

the closing time will be returned unopened.

The purpose of this request is to select and enter into a contract with an advisor who

demonstrates extensive experience to provide certain services related to the investment of City

funds, including the execution of securities purchases/sales for the City’s operating and bond

funds, investment advice, investment reporting, and review of the City’s investment policy and

procedures.

Questions will be accepted via email by Sherry Roberts at

sherry.roberts@glennheightstx.gov, through Tuesday, January 13, 2026 at 2:00 p.m.

Questions will be answered in the form of an Addendum and posted to the City’s website

and Public Purchase before at 5:00 p.m. on Wednesday, January 14, 2026. It is the

respondent’s responsibility to obtain and acknowledge all Addendums.

PART I

GENERAL INFORMATION

1. PURPOSE:

The City of Glenn Heights is seeking Statements of Qualifications from investment

advisors who are registered with the Securities and Exchange Commission or the Texas

State Securities Board to provide non-discretionary portfolio management services for

the City’s approximately $40,000,000 investment portfolio.

This Request for Qualifications (RFQ) is designed to present interested firms with the

description of the City’s current investment policy, the services we require, and a format

for responding to our request.

The City intends to enter into a contract with a firm as a result of this RFQ. The initial

contract period will begin February 4, 2026, and end February 3, 2028. At the City’s

option, the contract may be renewed for three (3) one- year periods or until the successor

advisor has been selected. However, the City does not guarantee that a contract will be

awarded as a result of this RFQ. In the event that a contract award is made, but the

contract is not executed, the City does not guarantee the contract will be re-awarded.

The City reserves the right to use all pertinent information (also learned from sources

other than disclosed in the RFQ process) that might affect the City’s judgment as to the

appropriateness of an award to the best evaluated respondent. This information may be

appended to the proposal evaluation process results.

During the RFQ process, the City is identifying the most qualified firm to provide the

services it seeks without discussing cost or fees. After the City has identified the most

qualified firm using the criteria listed in the RFQ, the City will begin negotiating with

the successful respondent. Cost and pricing structure may be discussed at that time.

2. BACKGROUND:

Texas Government Code, Chapter 2256 – “Public Funds Investment Act” and the City’s

Investment Policy govern the investment of the City’s funds. The City’s primary

investment objectives in order of importance are safety, liquidity, public trust, and yield.

We are seeking advisors who demonstrate extensive experience to provide certain

services related to the investment of City funds, including the execution of securities

purchases/sales for the City’s operating and bond funds, investment advice, investment

reporting, and review of the City’s investment policy and procedures. All City securities

will be delivery versus payment and held at the Bank. The City Council and City staff

oversee the investment process.

The City Council reviews investment reports and recommendations regarding policy and

procedure. The City Manager and Finance Director are the investment officers. The

advisor will receive instructions regarding securities purchases/sales from authorized

City staff.

The individual listed above may be contacted in writing via email for clarification of the

specifications only. Any interpretations, corrections, or changes to this RFQ will be made

by an addendum. All addenda issued will be posted on our City of Glenn Heights website

at: https://glennheightstx.gov/Bids.aspx and the City’s bid notification website Public

Purchase https://www.publicpurchase.com/gems/browse/home. It shall be the

responsibility of the Firm to keep track of all addenda issued for this RFQ. All addenda

issued will become a part of the RFQ and the Firm shall submit them within their

statement to acknowledge receipt. No authority is intended or implied that specifications

may be amended, or alterations accepted prior to statements opening without written

approval of the City of Glenn Heights through the Finance Department. The City shall

not be responsible for any verbal communication between any employee of the City and

any potential firm. Only written requirements and qualifications will be considered.

4. EX PARTE COMMUNICATION:

Please note that to ensure the proper and fair evaluation of a Statements of Qualifications,

the City prohibits ex parte communication (e.g., unsolicited) initiated by the Respondent

to a City Official or Employee evaluating or considering the statements prior to the time

a formal decision has been made. Questions and other communication from vendors will

be permissible until 5:00 pm on the day specified as the deadline for questions. Any

communication between Respondent and the City after the deadline for questions

will be initiated by the appropriate City Official or Employee in order to obtain

information or clarification needed to develop a proper and accurate evaluation of the

statements. Ex parte communication may be grounds for disqualifying the offending

Respondent from consideration or award of the solicitation then in evaluation, or any

future solicitation.

5. RESERVATIONS

The City reserves the right to accept or reject any or all statements of qualification as a

result of this RFQ, to negotiate with all qualified sources, or to cancel, in part or in its

entirety, this RFQ if found in the best interest of the City. All statements become the

property of the City of Glenn Heights. A respondent taking exception to the

specifications, or offering substitutions, shall state these exceptions by an attachment as

part of their statement. The absence of such a listing shall indicate that the respondent

has not taken exceptions and shall hold the respondent responsible to perform in strict

accordance with the specifications in this RFQ if they are awarded the contact.

6. REIMBURSEMENTS

There is no express or implied obligation for the City of Glenn Heights to reimburse

responding firms for any expenses incurred in preparing statements in response to this

RFQ and City of Glenn Heights will not reimburse responding firms for these expenses,

nor will City pay any subsequent costs associated with the provision of any additional

information or presentation, or to procure a contract for these services.

7. RECEIPT OF STATEMENTS

The submitted statement must be received by the Finance Department prior to the time

and date specified. The mere fact that the statement was dispatched will not be

considered; the respondent must ensure that the statement is actually received. All

statements received after the deadline will be rejected upon a delivery attempt or

returned to the firm unopened.

A statement may not be withdrawn or cancelled by the respondent without the permission

of the City of Glenn Heights for a period of ninety (90) days following the date designated

for the receipt of their statement, and the respondent agrees to this upon submittal of their

statement. Statements cannot be altered or amended after the submission deadline. Any

interlineations, alterations or erasures made before the opening of the statement(s) shall

be initialed guaranteeing their authenticity.

The respondent shall sign and date each statement in the packet that is representative of

their firm’s offer. The person signing the statement must have the authority to bind their

firm in a contract. Statements received which are not signed and dated in this manner,

may be rejected.

8. DISCLOSURE

At the public closing time, there will be no disclosure of contents to competing firms,

and all statements will be kept confidential during the negotiation process. Except for

trade secrets and confidential information which the respondent identifies as proprietary,

all statements will be open for public inspection after the contract award.
