Summary

The successful vendor shall demonstrate the ability to provide Preschool Social and Emotional Learning Classroom Training and Materials for the District's administrators and preschool teachers. Services include implementation and training, which may be delivered virtually, on-demand, or in person. The District desires to implement the program upon award, with training beginning August 2025 through April or May 2026. The program provided by the offeror shall be designed to give preschool teachers the ability to provide children opportunities to create a firm educational foundation that can be used to achieve academic and social success.

Background

Chesapeake Public Schools (hereafter known as the District) seeks proposals from qualified offerors to provide Preschool Social and Emotional Learning Classroom Training and Materials Services, which include implementing a successful program and training our preschool teachers during the summer of 2025. District staff members are currently using several programs that uses SEL principles: Responsive Classroom, ACT Professional Development, Character Strong and Zones of Regulation. It is our intention that services offered by the offeror will be an additional tool and resource for the District. The District's budget for implementation is capped at $200,000.

Through this Request for Proposal (RFP), the District seeks to identify one offeror who can most fully meet the district's needs as specified in this document and any associated attachments.

Based on enrollment, the District is the seventh-largest school district in Virginia. With nearly 40,000 students and 6,000 employees in 56 schools and centers, the District is committed to providing excellence in education for the children of Chesapeake. Chesapeake Preschool Initiative (CPI) is a full-day program for children who will be four (4) years old by September 30th. This program is offered for free for all children who participate in the program. CPI is offered at nine (9) schools located throughout the City of Chesapeake. Yearly, the District enrolls roughly 360 students. There are approximately 20 teachers and 20 teacher assistants who participate in the CPI program.
