Information Requested from Industry:
- In response to the Sources Sought, interested Contractors shall submit the following information and any Capabilities/Qualifications Statement to include but not limited to an overview of proposed solution(s) and a description of the product your company possesses in accordance with the Statement of Work draft / Salient Characteristics List.
- Responses to market research table questionnaire shall be submitted. If this information is not provided, then it will be assumed the entire requirement cannot be met.
Description of Requirement:
The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey and is seeking potential sources for Body Composition Analyzer Machines equivalent to InBody 580 for the Cheyenne VA Medical Center. This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.

Salient Characteristics:
Characteristics Bioelectrical Impedance Machine
- Segmental Analysis: Measures the muscle and fat distribution in each segment of the body (right arm, left arm, torso, right leg, left leg) for a more detailed understanding.
- Multi-Frequency Measurement: Uses multiple frequencies to measure body composition, allowing for more accurate and detailed analysis. (5, 50, 250, and 500 khz)
- Bioelectrical Impedance Analysis (BIA): Utilizes BIA technology to measure body composition. It sends small, safe electrical current through the body to measure resistance and reactance. (4 frequencies at 5 segments Rt Arm, Lt Arm, Trunk, Rt Leg and Lt Leg)
- Body Fat Percentage: Calculates the percentage of body fat relative to the total body weight.
- Muscle Mass: Measures the amount of muscle mass in the body. Measurement assists in identifying the potential for sarcopenia associated with aging or medical conditions, as well as muscle mass reduction resulting from weight management interventions. Weight range 11 - 661 lb.
- Body Water Analysis: Provides total body water, intracellular water, and extracellular water measurements to assess hydration status.
- Visceral Fat Level: Estimates visceral fat, which is the fat stored around internal organs, giving an indicator of potential health risks.
- Basal Metabolic Rate (BMR): Estimates the number of calories required to keep the body functioning at rest.
- Body Mass Index (BMI): Calculates BMI using weight and height.
- Segmental Lean Analysis: Evaluates lean body mass in individual segments of the body which may identify injury risk.
- User-Friendly Interface: Features a touchscreen display for easy navigation and data entry.
- Comprehensive Reports: Provides detailed reports that can be printed or stored electronically, including trend graphs for tracking changes over time. (Integrated printing system that does not require network access.)
- Database Management: Capable of storing multiple user profiles and past results for ongoing monitoring and comparison. Up to 100,000 results if member ID is used. Guest tests may be selected instead of user identification for anonymous results. Machines can be used independently and without network/Wi-Fi connections.

Per RFO 52.219-14 the following conditions must be met:
Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded.
Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract;
