Wayne State University invites you to participate in its Request for Proposal process to provide Comprehensive Campaign
Counsel, for the Division of Development and Alumni Affairs, per the specifications contained herein the Request for
Proposal. This service is expected to commence on February 2, 2026.
We have a bid information package complete with the Request for Proposal and complete specifications available for
downloading from the University Procurement Website at http://go.wayne.edu/bids (include capitalization and underscores)
as of December 9, 2025. When visiting the Website, click on the “Service.” link in green. Copies of the RFP will not be
available at the pre-proposal meeting.
To participate, it is Optional that you and/or responsible representatives of your organization attend our pre-proposal
conference. For this RFP, the University offers the following Pre-Proposal Options: Virtual. The meeting will be held on
December 16, 2025, 10:00 a.m. (Eastern - Detroit Time).

INTRODUCTION
A. Background
Wayne State University
Wayne State’s history reaches back to 1868, when five physicians who witnessed the crude medical
treatment on Civil War battlefields committed themselves to advancing health education and care in
Detroit. They founded Detroit Medical College, which has since transformed into our School of
Medicine.
Today, Wayne State University is one of the nation’s preeminent research universities, with 13 schools
and colleges spanning a variety of disciplines. Over 24,000 undergraduate and graduate students from
across the United States and 70 countries come here to prepare for their future careers. We continue to
play a role in invigorating Michigan’s economy, and our more than 308,000 alumni lead the way in
countless fields in Detroit, across our state and around the world.

Development and Alumni Affairs
The Division of Development and Alumni Affairs (“DAA”) leads fundraising initiatives across all areas of
the university, ensuring every gift makes a difference. We build lifelong relationships with alumni and
donors that result in rich personal and philanthropic connections to Wayne State, and that ultimately
advance the university’s mission. The relationships established and private funds raised through the
division directly impact the university’s strategic plan by supporting academic excellence, community
engagement, and research advancement. Every dollar invested in fundraising at Wayne State produces
a rate of return of $7.47 (as of fall 2025).
Wayne State University has more than 308,000 alumni, and approximately 75% live in Michigan.
Comprehensive Campaign History
The University’s inaugural comprehensive fundraising campaign, Wayne First, raised $484.4 million in
gifts and pledges. The seven-year campaign publicly launched on May 24, 2005, and concluded on
December 31, 2008.
The total raised represents more than 400,000 gifts from Wayne State alumni and friends, as well as
donations from corporations and foundations. More than 44,000 donors made their first gift to the
university during the campaign.
The University’s second comprehensive fundraising campaign, Pivotal Moments, began its silent phase
on January 1, 2009, publicly launched on October 9, 2014, and concluded on September 30, 2018.
More than 84,000 alumni and friends, including corporations and foundations, combined to achieve a
$776.5 million milestone, exceeding the university’s goal of $750 million. Campaign conclusion
coincided with the University’s sesquicentennial in fall 2018.
The goal of the current comprehensive campaign (the University’s third) is to raise $1 billion in
philanthropic support for the University, and to substantially grow the University’s endowment in keeping
with current and future strategic plan objectives.
The official campaign start date for the purpose of tracking fundraising progress to goal is October 1,
2021. It is anticipated that the campaign will be 9 years in duration, with an estimated end date in 2030.
As of October 2025, the total raised for the current campaign exceeds 50% of the $1 billion goal with
slightly more than $504 million raised to-date.

B. Procurement & Strategic Sourcing is soliciting proposals from qualified professional organizations,
hereafter referred to as VENDOR(s), who specialize in providing Comprehensive Campaign Counsel
of superior quality, at competitive pricing, as described in the Statement of Work section of the Request
for Proposal (RFP). Project must commence on or before February 2, 2026, and be completed
by February 2029.
The contract(s) will be for a three-year period ending on February 1, 2029. Thereafter, the
UNIVERSITY may, at its option, extend the contract on a year-to-year basis for up to two one-year
periods, through February 1, 2031. VENDORS must state maximum price increases (if any) for the
optional two one-year periods on Cost Schedule C.
This RFP outlines basic requirements as specified in the Scope of Work section of the RFP (Section III).
Proposals submitted are to be in accordance with the outline and specifications contained in and are to
remain in effect a minimum of 120 days from the date of submission and may be subject to further
extensions as negotiated.
C. The UNIVERSITY reserves the right to accept, reject, modify, and/or negotiate any and all
proposals received in conjunction with the RFP. It reserves the right to waive any defect or
informality in the Proposals on the basis of what it considers to be in its best interests. Any proposal
may be rejected, which the UNIVERSITY determines to be incomplete, conditional, obscure, or has
irregularities of any kind. The UNIVERSITY reserves the right to award to the firm, or firms, which in its
sole judgment, will best serve its long-term interest.
This RFP in no manner obligates the UNIVERSITY to the eventual purchase of any products or services
described, implied, or which may be proposed, until confirmed by written agreement, and may be
terminated by the UNIVERSITY without penalty or obligation at any time prior to the signing of an
Agreement or Purchase Order.
D. Expenses for developing and presenting proposals shall be the entire responsibility of the VENDOR and
shall not be chargeable to the UNIVERSITY. All supporting documentation and manuals submitted with
this proposal will become the property of the UNIVERSITY.
