Jennifer Ave, Suite 101, Fresno, CA 93722, (559) 447-9075, Fax (559) 447-9074 on or before2:00 P.M. (D.S.T.) April 21,2026, for:Merced Ave Median Landscaping ImprovementsPW 25-003This project consists of landscape improvements within four existing medians along Merced Avenue in the City of Coalinga.Work includes clearing, grubbing, and excavation to prepare for new landscape installation, followed by installation of newtrees, weed barrier fabric, decorative gravel, cobble, and boulders. All existing utilities, trees, and irrigation systems shallremain in place and be protected throughout construction. Engineers estimate is $99,490.00.All base bid work shall be completed within THIRTY (30) working days from the date of the Notice to Proceed (NTP).There will be a Mandatory Pre-Bid Meeting on, April 7, 2026 at 10:00 A.M. (D.S.T.) No one will be admitted after 10:05 A.M.All interested Bidders are directed to meet on-site near Corner of Merced Ave & Lucille Ave, Coalinga, CA 93210.Project plans and specifications may be examined at Tri City Engineering, Inc.’s Office, the Fresno Builder’s Exchange andCoalinga City Hall, 155 W. Durian Ave., Coalinga, CA 93210.Only those who have purchased Plans and Specifications from the office of the Engineer will be considered eligiblePrime Bidders.Copies may be obtained at the Tri City Engineering, Inc. office for a non-refundable fee of Ten Dollars ($10.00) for a USBFlash Drive or Fifty Dollars ($50.00) for a printed set in the form of a check made payable toTri City Engineering, Inc. Call (559) 447-9075 for an appointment.Each bid shall be accompanied by Bid Security, cash, a cashier’s or certified check payable to the City of Coalinga, or bidbond issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as a guaranteethat the Bidder will enter into the proposed contract if the same is awarded to him. Such guarantee will be forfeited shouldthe bidder to whom the contract is awarded fail to enter into the contract.A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and MaterialsBond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidderto whom the contract is awarded. Said bonds shall be issued by a surety company who is an admitted surety insurerauthorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Coalinga.Bidders are cautioned that representations made by surety companies will be verified with the California Department ofInsurance. Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City ofCoalinga to ensure performance under the contract shall be permitted.The successful Bidder must possess or obtain a valid California Class “A” OR “C-27” Contractor’s license prior to thescheduled award date of this contract. Award consideration will take place at the earliest available Council meeting or as theCity Manager has been authorized to award and execute the contract. The Apparent Low Bidder shall be announced during the Bid Opening andSuccessful Bidder announced following the City Council Meeting.The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, to waive minorirregularities in such bids, to determine the lowest responsible bidder, and to accept any bid. The City reserves the right, inits sole discretion, to disqualify bids, proposals, and/or affiliates as referred in the Ordinance Related to Disqualification ofContractors for Public Works Projects.Pursuant to Section 1770, et. Seq., of the California Labor Code, the successful bidder shall not pay less than the prevailingrate of per diem wages as determined by the Director of the California Department of Industrial Relations. These wage ratesare available from the California Department of Industrial Relations’ Internet website at http://www.dir.ca.gov/DLSR/PWD.A copy of the mentioned wage rates shall be posted by the Contractor at the job site where it will be available to anyinterested party.Pursuant to Section 1725.5 of the California Labor Code, no contractor or subcontractor may be awarded a contract forpublic work on a public works project unless registered with the Department of Industrial Relations at the time the contractis awarded.Pursuant to Labor Code section 1771.1, no contractor or subcontractor may be listed on a bid proposal for a public worksproject (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations.
