REQUEST FOR 2026 BRIDGE REPLACEMENT CONSTRUCTION ENGINEERING(INSPECTION) SERVICESBRIDGES A-07, HP-51, T-31A. IntroductionLeavenworth County is seeking proposals from firms qualified to provide constructionengineering (inspection and material testing) services for three Bridge Replacement Projectsin 2026. The bridge replacement and location is as follows:Bridge A-07 located on Lecompton Road, 0.2-Mile East of 235th Street25’-6” wide by 30’-0” long Single Span Steel Girder Precast Concrete SlabMarch 23, 2026 Anticipated Start Date, 45 Working Day Construction PeriodBridge HP-51 located on Jamison Road, 0.3-Mile East of 187th Street30’-6” wide by 60’-0” long Single Span Steel Girder, Cast in Place DeckJune 1, 2026 Anticipated Start Date, 60 Working Day Construction PeriodBridge T-31 located on Fairmount Road, 0.1-Mile East of 219th Street25’-6” wide by 30’-0” long Single Span Steel Girder Precast Concrete SlabAugust 31, 2026 Anticipated Start Date, 45 Working Day Construction PeriodAll steel girders shall be placed on H-Pile Abutment supports. Abutment and Wing Walls shallutilize Sheet Pile connected to H-Piles for soil retainage. The cast in place bridge deck shallconsist of KDOT 6” Concrete Grade 5.0 (AE)(SW) with applicable epoxy coated reinforcingsteel to meet HL-93 Loading. No roadway improvements are included in any of thereplacement projects. Roadway improvements will be completed by Leavenworth CountyPublic Works staff once the bridge is accepted by the County. The County has selected NorfolkConstruction to complete the A-07 project. Contractor’s Contract Bid Form and preliminaryplans are included in the Request Packet. The remaining two replacement sites are currentlyunder design. No sites shall require KDHE NOI and SWPPP Inspections due to minor disturbedarea. A job trailer will not be provided for the project.Firms are requested to provide price proposal for the total amount of staff hours required forthe working days listed for each replacement project, exclusive of any required concrete curingperiods of no work. Although the replacement schedule is listed above it is possible thatmultiple projects may be on-going simultanelously. All work shall be completed in 2026.B. Scope of ServicesThe Consultant shall provide a Chief Inspector to perform the services listed below.1. Site Inspection and Liaison with County and Contractora. Consult with and advise the County, and act as the County’s on-site representativewith the Contractor working through the Contractor’s superintendent.b. Consult with the County and Contractor, giving opinions and suggestions based onChief Inspector’s observations as an experienced and qualified professional.c. Conduct on-site inspection to assist the County in determination as to whether theexecuted work of the Contractor is proceeding in accordance with the ContractDocuments. Report to the County in a timely manner when any work isunsatisfactory, faulty, defective, damaged, or is not in conformance with theConstruction Documents or does not meet the requirements of any inspection,test, or approval required to be made.d. Monitor changes of apparent integrity of the site. Observe site conditions when theContractor maintains that differing site conditions have been encountered, anddocument actual site conditions.e. Perform all field tests of materials, structures, and piping. Report test results to theCounty as appropriate.f. Visually inspect materials, equipment, and supplies delivered to the site. Rejectmaterials, equipment, and supplies which do not conform to the ContractDocuments with concurrence of the County.g. Issue field orders authorizing minor changes in the work which are consistent withthe intent of the Contract Documents, and do not involve an adjustment in thecontract price or contract time. Field orders shall be documented in writing on formsacceptable to the County.h. Inspect the Contractor’s work to determine if construction activities are confined tothe approved areas indicated in the approved drawings. Activities of the Contractorobserved to be beyond the limits of the areas indicated on the approved drawingsshall be reported to the Contractor and the County for immediate correction.2. Meetings, Reports, and Maintenance of Documentsa. Attend any proposed progress meetings with the County and Contractor to reviewand discuss construction procedures, progress, scheduling, and other mattersconcerning the project.b. Coordinate County issuance of work change directives to the Contractor asnecessary.c. Maintain orderly files for project documentation, correspondence, work changedirectives, change orders, photographs, and other project related documents.3. Certification of Substantial and Final Completiona. Assist the County in conducting an inspection to determine if the work issubstantially complete. Prepare and submit a list to the Contractor of items requiringcompletion or correction for the project to be considered substantially complete.b. Determine if the Contractor has fulfilled all of his/her contract obligations andrecommend, in writing, that final payment can be made to the Contractor.4. Limitations of Authority2 of 4a. Chief Inspector shall not be responsible for the means, methods, techniques,sequences, or procedures of construction selected by Contractor or the safetyprecautions and programs incident to the work of Contractor.b. Chief Inspector shall not be responsible for the failure of Contractor to perform thework in accordance with the Contract Documents. The Chief Inspector shall not beresponsible for the acts or omissions of any Contractor, or subcontractor, or any ofthe Contractors’ or subcontractors’ agents or employees or any other persons(except for Consultant’s own employees and agents) at the site or otherwiseperforming any of the Contract’s work.c. Chief Inspector shall not authorize any deviation from the Contract Documents orsubstitution of materials or equipment, unless authorized by the County.d. Chief Inspector shall not undertake any of the responsibilities of the Contractor, subcontractors, or Contractor’s superintendent.C. Required Firm/Staff Qualifications1. Engineering firm shall provide construction engineering (inspection & materialtesting) services for the A-07, HP-51, & T-31 Bridge Replacement Projects inLeavenworth County. Engineer shall be on the current KDOT prequalified listrelated to construction inspection services.a. The inspector shall have, as a minimum, the following qualifications:1) KDOT CIT certifications including, but not limited to BasicInspection (BI), Structures (STR). All testing personnel shallpossess, at a minimum, certifications for, KDOT Steel PileDriving, and ACI Concrete Field Testing Technician. Consultantshall provide KDOT Standard Pile Driving Log inspection reportsand KDOT Concrete field and lab test to include Slump, Aircontent, Strength Cylinders, as well as laboratory cylinderstrength breaks in accordance with KDOT Testing FrequencyChart, current edition.2) Five (5) years progressively responsible experience inroadway construction inspection / observation.b. By submitting a proposal, the Engineer acknowledges he or she hasbecome familiar with contract documents. Contact Joe McAfee(jmcafee@leavenworthCounty.gov) with any questions.2. Engineer shall provide certificates of insurance for Professional Liability($1,000,000.00); General Liability ($1,000,000.00); Automobile Liability($1,000,000.00) and Workers Compensation (Statutory) to the County prior tocommencement of services.D. Proposal Submittal Processa. Proposals shall be submitted at the following location and shall be timestamped no later than 10:00 a.m., January 29, 2026.
