REQUEST FOR PROPOSALSAIR MONITORING SHELTERSAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT#P2026-2-11The San Joaquin Valley Air Pollution Control District (District) requests proposals for thefollowing purpose according to terms and conditions attached. In the preparation of thisRequest for Proposals (RFP) the words "Proposer," "Contractor," and "Respondent,"are used interchangeably.PURPOSEThe purpose of this RFP is to seek competitive bids for the removal of an existing airmonitoring shelter, site preparation, and the design, construction, and installation of anew replacement shelter that accommodates current equipment and ensures oursustained ability to assess air quality in accordance with regulatory standards. Thesuccessful bidder will be required to enter into a formal agreement with the District forthe purpose of completing the specified work and providing the products according tothis RFP.BACKGROUNDThe San Joaquin Valley Air Pollution Control District is a special district operating underthe provisions of Sections 40150 through 40162 of the California Health and SafetyCode. The District exists to develop and implement programs on a local level to meetthe requirements of state and federal air pollution control laws.The current air monitoring shelter has reached the end of its service life and requiresreplacement. Information provided should bespecific enough for evaluation and for inclusion into a binding contract. In order toensure operational efficiency, consistency with the air monitoring equipment alreadydeployed is highly desirable.Qualified contractors are encouraged to contact the District for a list of air monitoringand support equipment that will be housed and operated within the shelter identifiedbelow, and if needed, schedule a time for a site visit for a survey of the project area toassist with proposal planning.Bakersfield Muni Shelter(2000 South Union Ave, Bakersfield CA 93307)This replacement project includes:• Potential change in location of new shelter and any necessary development ofelectrical infrastructure• Removal and disposal of existing shelter, including potential additional costs forasbestos removal services• All necessary ground preparation and repair• Design, construction, and installation of shelter designed to house air monitoringequipment in a secure and controlled environment• Design that is compliant with applicable regulations and codes• Provide a turn-key service for the air monitoring shelter, through the completeset-up of air monitoring and support equipment in a state that is ready foroperation to quickly resume data collection• Meet or exceed specifications and features of other air monitoring shelterscurrently deployed in the San Joaquin Valley. Please refer to Attachment A asan example of a recent air monitoring shelter developed for the District’s airmonitoring network.• Shelter should be designed in a manner that allows lifting and relocation to analternative site without incurring any damages.The District may require specific insurance coverage be established and maintainedduring the course of the work and as a condition of award or continuation of contract.RFP – Air Monitoring Shelter2REQUIRED QUALIFICATIONSContractor must be qualified, willing, and able with proven track record to perform thework identified in this RFP. More specifically, contractors must be able to provideevidence of the following experience and qualifications:• Experience constructing air monitoring shelters, working with subcontractors asneeded, working with cities/counties on any necessary permitting, working withelectrical utility companies as needed, and managing multiple aspects associatedwith a construction project• Understanding of air monitoring equipment, their operation, and how to designshelters to support the efficient use of space to house the necessary equipment• Experience working on projects for local or state air quality monitoring agencies.PROPOSAL SUBMITTAL REQUIREMENTSSubmitted proposals must follow the format outlined below and all requestedinformation must be supplied. Failure to submit proposals in the required format willresult in elimination from proposal evaluation.A separate cover letter including the name, address, telephone number, and e-mailaddress of the contractor, and signed by the person or persons authorized to representthe firm should accompany the proposal submission. Firm contact information as followsshould also be included in the cover letter:1. Address and telephone number of office in, or nearest to, Fresno, California.2. Name and title of firm's representative designated as contact.Proposals must include the following information.• Summary – Overall approach to meeting the objectives and satisfying thescope of work to be performed and the sequence of activities.• Program Schedule – Provide projected milestones or benchmarks forinstallation and completion.• Qualifications – Describe the technical capabilities of the firm. Providereferences of other similar projects performed during the last five yearsdemonstrating ability to successfully complete the project. Include contactname, title, and telephone number for any references listed. Provide astatement of your firm's background and experience in performing similarprojects for other governmental organizations.• Subcontractors – This project may require expertise in multiple technicalareas. List any subcontractors that may be used and the work to be performedby them.• Additional Data – Provide other essential data that may assist in the evaluationof this proposal.RFP – Air Monitoring Shelter3• Cost – Provide a detailed cost breakdown of the project including equipment,shipping, and labor.• Warranty – Provide details of provided warranties for equipment and laborassociated with the project.A contractor who submits a proposal in response to this RFP is encouraged todemonstrate support for the District’s Green Procurement and Sustainable PracticesPolicy through the following:• Provide verification of environmentally friendly business practices throughgreen certification programs or equivalent means.• Participate in eco-friendly programs such as HAL Partners. Failure to adhere to these specifications may be cause for rejection of proposal.All proposals are due no later than 5:00 PM (Pacific Standard Time), March 4,2026 and must be signed by an authorized representative and e-mailed tonathan.trevino@valleyair.org and chay.thao@valleyair.org.The email subject line should be “RFP: Air Monitoring Shelter”.Late bids/proposals will not be accepted under any circumstances.Grounds for Rejection – A proposal may be immediately rejected if:• It is not prepared in the format described, or• It is signed by an individual not authorized to represent the firm.Modification or Withdrawal – Once submitted, proposals cannot be altered without theprior written consent of the District. All proposals shall constitute firm offers and may notbe withdrawn for a period of ninety (90) days following the last day to accept proposals.PROPOSAL EVALUATION/CONTRACTOR SELECTION CRITERIASubmitted proposals will be evaluated and scored across a number of criteria in order todetermine which contractor would be best suited for the projects. Proposals will be evaluated by District staff members familiar with the subject matterof the project. The panel will make a recommendation to the Executive Officer and/orthe District Governing Board for final selection of a contractor and presentation of acontract.B. During the selection process the District may wish to interview some proposers forclarification purposes only. No new material will be permitted at this time. Additionalinformation provided during the bid review process is limited to clarification by theProposer of information presented in his/her proposal, upon request by the District.C. The Executive Officer or Governing Board may award the contract to a Proposerother than the Proposer receiving the highest rating in the event the GoverningBoard determines that another Proposer from among those technically qualifiedwould provide the best value to the District considering cost and technical factors.The determination shall be based solely on the Evaluation Criteria contained in theRFP, on evidence provided in the proposal and on any other evidence providedduring the bid review process.D. The selection will be made by and is subject to Executive Officer or Governing Boardapproval. Proposers may be notified of the results by letter.E. Disposition of Proposals – Pursuant to the District's Procurement Policy andProcedure, the District reserves the right to reject any or all proposals. All proposalsbecome the property of the District, and are subject to the California Public RecordsAct. One copy of the proposal shall be retained for District files.
