Category: Engineering Status: Open Description: The County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking proposals from qualified professional engineering firms to provide general and specialized engineering services. Work will consist primarily of design and contract administration for water distribution and sanitary sewer collection, water treatment and wastewater treatment projects as well as Solid Waste (Landfill) Engineering and support services. Landfill services include landfill gas management and groundwater monitoring related to a solid waste disposal operation. Â Other areas of specialized engineering work include, but are not limited to environmental management, stormwater management and Virginia Department of Environmental Quality (VDEQ) permitting as well as future county transportation and site development and construction projects.

County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking proposalsfrom qualified professional engineering firms to provide general and specialized engineering services fora three-year period from July 1, 2026 until June 30, 2029 with an option of (2) one-year renewals throughJune 30, 2031. Work will consist primarily of design and contract administration for water distribution andsanitary sewer collection, water treatment and wastewater treatment projects as well as Solid Waste(Landfill) Engineering and support services. Landfill services include landfill gas management andgroundwater monitoring related to a solid waste disposal operation. Other areas of specializedengineering work include, but are not limited to environmental management, stormwater managementand Virginia Department of Environmental Quality (VDEQ) permitting as well as future countytransportation and site development and construction projects.2.0 BACKGROUNDRockingham County is located in the center of the beautiful Shenandoah Valley of Virginia. Nestledbetween the Blue Ridge Mountains on the east and the Alleghenies on the west, the County is locatedalong the Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County is thethird largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.The Rockingham County Public Works Department manages 2 water treatment plants, a wastewatertreatment plant, a solid waste landfill, water and sanitary sewer piping and pumping systems that servethe community. The County requires engineering services for all of these areas. At the landfill, VDEQpermitting, groundwater monitoring, landfill gas system management, and overall general engineeringservices are required. As the County expands, Public Works, Community Development, and EngineeringDepartments are becoming involved in transportation and land development projects that require civilengineering services.3.0 SCOPE OF SERVICESInitial engineering services to be provided include the following: Development of final design, permitting, contract administration and on-site constructionobservation services of projects from bidding through completion. Consulting and reporting to Virginia Department of Transportation (VDOT), VDEQ, and VirginiaDepartment of Health (VDH) as well as other governmental agencies will be required. Expertise in groundwater monitoring and landfill gas management is a part of the landfill services. Expertise in sanitary sewer pump station design, pump sizing and system analysis, water systemmodeling, tank, waterline and water pump station troubleshooting and analysis, to assist staff inthe maintenance and operation of the water/sewer system. As the County becomes more involved with transportation projects, the ability to advise, designand/or project manage these projects. This includes providing construction phase servicesincluding reviewing contractor’s schedule, reviewing shop drawings, preparing change orders,4|Pagereviewing and approving contractor’s progress schedules and invoices, conducting progressmeetings, and providing quality and assurance services as needed. The background to consult on land development, land use and best management practices is alsodesirable. Development of comprehensive capital improvement plans that includes short- and long-termrehabilitation and construction projects which are categorized between those that can beaccomplished in-house and those requiring external contractor services. Plans should includeprojected timelines, justified prioritization of projects, and cost budgets for both projectengineering and construction.Potential capital improvement projects are:1. Cross Keys Pump Station design2. Rt. 11 North Sewer Extension3. Water system modeling and sanitary sewer design for future service area expansion4. Landfill: gas well system expansion, balancing and permitting, groundwater monitoring andpermitting, VDEQ general permit renewal and reporting5. Landfill cell closure and cell expansion4.0 PROPOSAL PREPARATION AND SUBMISSIONProposal shall address the items included in the Purpose, Scope of Services and the Evaluation Criteria.Proposals shall be as thorough and detailed as possible so that the County may properly evaluatecapabilities to provide the required services. Offerors are required to submit the following items as acomplete proposal:Section 1 – Signed Signature Sheet (Section 8.0)Section 2 – Qualifications/Experience: Provide the following:a. A description of the specific services that the firm is able to provide.b. Information as to the offeror’s background and experience relative to these services.c. Resumes and qualifications of those that will be assigned to the project.d. Name and experience record of the project manager.e. Notation of any experience working with VDOT.f.Notation of any experience working with VDEQ.g. Notation of any experience working with VDH.h.
